Each Member State shall require, where welfare facilities exist on its territory, that they are available for the use of all seafarers, irrespective of nationality, race, colour, sex, religion, political opinion or social origin and irrespective of the flag State of the ship on which they are employed or engaged or work.

11. Recognising that the Convention on the Facilitation of Maritime Traffic, 1965, as amended, provides that foreign crew members shall be allowed ashore by the public authorities while the ship on which they arrive is in port, provided that the formalities on arrival of the ship have been fulfilled and the public authorities have no reason to refuse permission to come ashore for reasons of public health, public safety or public order, Contracting Governments, when approving ship and port facility security plans, should pay due cognisance to the fact that ship's personnel live and work on the vessel and need shore leave and access to shore-based seafarer welfare facilities, including medical care.
11. Gelet op het feit dat het - gewijzigde - Verdrag van 1965 inzake de vergemakkelijking van het verkeer ter zee bepaalt dat openbare instanties dienen toe te staan dat buitenlandse bemanningsleden aan wal komen terwijl het schip waarmee zij zijn aangekomen zich in de haven bevindt - mits de formaliteiten bij aankomst van het schip zijn afgerond en de openbare instanties geen reden hebben om de toestemming om aan wal te komen te weigeren om redenen van volksgezondheid, openbare veiligheid of openbare orde -, dienen verdragsluitende staten, bij het goedkeuren van veiligheidsplannen van schepen en havenfaciliteiten, naar behoren kennis te nemen van het feit dat scheepspersoneel op een vaartuig leeft en werkt, en behoefte heeft aan walverlof en aan toegang tot voor zeelieden bestemde sociale diensten, medische zorg inbegrepen.
