C. whereas there is a need for the countries of the EuroMed zone to develop active cooperation in the fields of security and the combating of illegal migration and terrorism in all the forums in which they meet (Barcelona Process, 5+5 Dialogue between the countries of the Western Mediterranean), at a multilateral level, not least within the UN and in the contacts established by NATO with the countries to the south and east of the Mediterranean,
C. overwegende dat de landen van de EuroMed-zone in alle forums waaraan zij samen deelnemen (proces van Barcelona, 5+5 dialoog tussen de landen in het westen van de Middellandse Zee), alsook op multilateraal niveau, zoals in de VN, en in de contacten tussen de NAVO en de landen in het zuiden en het oosten van de Middellandse Zee moeten afspreken om actief samen te werken op het gebied van de veiligheid, de strijd tegen de illegale migratiestromen en het terrorisme,

23. Calls on the Council to initiate, under the political dialogue, specific dialogues on human rights with the associated countries of the Mediterranean region, with countries linked to the EU in partnership and cooperation agreements, such as Russia and Ukraine and the countries of South Caucasus, as well as in the context of stabilisation and association agreements with the countries of the Western Balkans;
23. verzoekt de Raad in het kader van de politieke dialoog specifieke dialogen over de mensenrechten te initiëren met de geassocieerde landen in het Middellandse-Zeegebied en met landen die op grond van partnerschaps- en samenwerkingsovereenkomsten een relatie met de EU hebben, zoals Rusland en Oekraïne en de landen van de Zuid-Kaukasus, en in het kader van de stabiliteits- en associatieovereenkomsten met de westelijke Balkanlanden;

Lastly, cooperation with third countries of origin and transit has continued, in particular through the gradual integration of migration and asylum questions into the political dialogue and cooperation with non-member countries, for instance with ASEM, the Mediterranean (Barcelona Process and MEDA Programme), China, the western Balkans and certain countries for which action plans have been established on the initiative of the High Level Group on Immigration and Asylum.
