For the purpose of implementing the regionalised approach the Member States around the Baltic Sea established a regional Baltic Sea Fisheries Forum (BALTFISH).

The convention, which was signed in March 1974 by all the states bordering the Baltic Sea (Denmark, Germany, Sweden, Estonia, Finland, Latvia, Lithuania, Poland and Russia), aims to reduce pollution of the Baltic Sea area caused by discharges through rivers, estuaries, outfalls and pipelines, dumping and shipping operations as well as through airborne pollutants.

BONUS shall enhance the Baltic Sea Region’s research capacity to underpin the development and implementation of ‘fit-for-purpose’ regulations, policies and management practices, to respond effectively to the major environmental and key societal challenges which the region faces and will face in the coming years and to improve the efficiency and effectiveness of the Baltic Sea Region’s fragmented environmental research programming and approach by integrating the research activities in the Baltic Sea System into a durable, cooperative, interdisciplinary well-integrated and focused multi-national programme.
BONUS zal de onderzoekscapaciteit van het Oostzeegebied vergroten ter ondersteuning van de vaststelling en uitvoering van passende („fit-for-purpose”) regelgeving, beleidsmaatregelen en beheerspraktijken teneinde een afdoend antwoord te bieden op de grote milieu-uitdagingen en de voornaamste maatschappelijke problemen waarmee de regio wordt geconfronteerd en in de komende jaren geconfronteerd zal worden; het programma heeft ook tot doel de versnipperde programmering en aanpak van de milieuonderzoeksactiviteiten in het Oostzeegebied doelmatiger en doeltreffender te maken door de onderzoeksactiviteiten met betrekking tot het ecosysteem van de Oostzee te integreren in een duurzaam, op samenwerking gebaseerd, interdisciplinair, goed geïntegreerd, gericht, multinationaal programma.

The Commission, in its work programme for 2007-2008 of 11 June 2007 for the implementation of the Specific Programme Cooperation, provided financial support to BONUS ERA-NET and ERA-NET PLUS in the field of Baltic Sea environmental research in order to strengthen cooperation between environmental research funding agencies in the Baltic region and facilitate the transition to a joint research and development programme in the Baltic Sea to be implemented on the basis of Article 169 of the EC Treaty.

While there is a long tradition of Baltic Sea research cooperation with countries both within and outside the Baltic Sea area, collaborative efforts have so far lacked adequate financial resources for the optimal exploitation of the research potential due to the unequal economic and development situation in those countries as well as highly diverse national research agendas, research themes and priorities.
Hoewel landen binnen en buiten het Oostzeegebied al geruime tijd samenwerken op het gebied van Oostzeeonderzoek, zijn er nooit voldoende financiële middelen beschikbaar geweest voor de optimale benutting van het onderzoekspotentieel als gevolg van de verschillen in de economische situatie en de mate van ontwikkeling van die landen en de sterk uiteenlopende nationale agenda’s, thema’s en prioriteiten voor onderzoek.

The European Council of 14 December 2007 highlighted concern for the status of the environment in the Baltic Sea, as reflected in the Communication from the Commission of 10 June 2009 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions concerning the European Union Strategy for the Baltic Sea Region.

Voorts heeft de Commissie twee voorbereidende acties opgezet in de Oostzee (als deel van de EU-strategie voor het Oostzeegebied) en in de regio Noordzee/noordoostelijk deel van de Atlantische Oceaan met als doel de grensoverschrijdende samenwerking inzake MRO te ontwikkelen, en heeft zij een studie laten verrichten over het potentieel van maritieme ruimtelijke ordening in de Middellandse Zee en de economische baten van MRO.
