Deplores the Council Presidency’s reluctance to participate in the interinstitutional political meeting on payments proposed by Parliament as a follow-up to last year's budgetary conciliation; regards this behaviour as an irresponsible attempt to ignore the lack of payments issue and the question of RAL; considers such a meeting the ideal platform for the two arms of the budgetary authority to reach a common understanding - ahead of their respective positions on the draft budget - regarding the available data on implementation and absorption capacity and to correctly estimate the payment needs for 2012 and 2013; recalls that the payment appropriations proposed by the Commission in its draft budget are based on the estimates made by the Member States themselves; firmly believes, therefore, that any doubts or second thoughts - as expressed by some Council delegations - over the Commission's figures and calculations need to be communicated, examined and clarified as soon as possible, in order not to become an impediment to reaching an agreement in this year's conciliation;

At the budgetary conciliation meeting of 18 November 2009 the European Parliament, the Council and the Commission agreed on the modalities for providing additional financing, in the framework of the European Economic Recovery Plan, to projects in the field of energy and broadband Internet as well as investments for strengthening operations related to the ‘new challenges’ defined in the context of the assessment of the 2003 mid-term reform of the common agricultural policy (‘Health Check’) (2).
Op het begrotingsoverleg van 18 november 2009 hebben het Europees Parlement, de Raad en de Commissie overeenstemming bereikt over de aanvullende financiering, in het kader van het Europees economisch herstelplan, van projecten op het gebied van energie en breedbandinternet, alsook voor de intensivering van de maatregelen die betrekking hebben op de „nieuwe uitdagingen” die in het kader van de evaluatie van de tussentijdse hervorming van het gemeenschappelijk landbouwbeleid van 2003 (de zogeheten „check-up”) zijn vastgesteld (2).

2. Welcomes the overall agreement on Budget 2009, reached in the traditional budgetary conciliation meeting with Council on 21 November 2008, especially with regard to the financing of the Food Facility; is extremely concerned, however, about the possible effects of a recession on European citizens and regrets, therefore, that at the conciliation meeting, the Commission was reluctant to disclose any information on the possible budgetary impact of its coming proposal on tackling the economic crisis;
2. verwelkomt de algemene overeenstemming over de begroting 2009, die is bereikt op de traditionele begrotingsoverlegvergadering met de Raad op 21 november 2008, met name met betrekking tot de financiering van de Voedselfaciliteit; is echter uiterst bezorgd over de mogelijke gevolgen van een recessie voor de Europese burgers en betreurt derhalve dat de Commissie op de overlegvergadering niet geneigd was enige informatie te verstrekken over de mogelijke begrotingsgevolgen van haar komende voorstel over de aanpak van de economische crisis;

Recalls its political priorities for Budget 2009 as first set out in its resolutions of 24 April 2008 on the Commission's Annual Policy Strategy for 2009 and on the budgetary framework and priorities for 2009 and then further developed in its resolution of 8 July 2008 on the 2009 budget: First reflections on the 2009 Preliminary Draft Budget and mandate for the conciliation, Section III - Commission ; stresses that these political priorities, as finally expressed in its resolution of 23 October 2008 on the draft general budget of the European Union for the financial year 2009, Section III - Commission, were the guiding principles for its approach to the budgetary conciliation with Council for Budget 2009;

The financing of the remaining amount (EUR 2 400 million) will be secured through a compensation mechanism at the conciliation of the 2010 budgetary procedure by using all budgetary means foreseen in its legal framework, to be completed, if needed, at the latest at the conciliation of the 2011 budgetary procedure:

Insists that the PEACE programme for Northern Ireland continue to receive support but cannot see the point of reducing other priority actions when there is EUR 62 million available under sub-heading 2b; notes that an agreement between Parliament and Council concerning the two sub-ceilings would be budgetary-neutral for the heading as a whole and could provide a solution; therefore rejects the Commission's approach of reducing by an additional EUR 12 million the amount set aside for "innovative measures", which was not agreed in the joint statement of the budgetary conciliation of 25 November 2004;
9. dringt erop aan dat het programma PEACE voor Noord-Ierland verder wordt ondersteund, maar begrijpt niet waarom andere prioritaire acties gekort moeten worden waneer er een bedrag van 62 miljoen EUR beschikbaar is in sub-rubriek 2b; wijst erop dat een overeenkomst tussen het Parlement en de Raad betreffende de twee sub-maxima in budgettair opzicht neutraal zou zijn voor de rubriek als geheel en een oplossing zou kunnen vormen; verwerpt derhalve de benadering van de Commissie om de "innovatieve maatregelen" nog eens met 12 miljoen EUR te verminderen, hetgeen niet was vastgelegd in de gezamenlijke verklaring over het begrotingsoverleg van 25 november 2004;

In order for the Commission to be able to assess in due time the implementability of amendments envisaged by the budgetary authority which create new preparatory actions/pilot projects or prolong existing ones, both arms of the budgetary authority will inform the Commission by mid-June of their intentions in this regard, so that a first discussion may already take place at the conciliation meeting of the Council's first reading.

Each arm of the budgetary authority will take whatever steps are required to ensure that the results which may be secured in the conciliation process are respected throughout the budgetary procedure.

without prejudice to paragraph (a), if it appears in the course of the budgetary procedure that completion of the procedure might require agreement on the setting of a new rate of increase for non-compulsory expenditure to apply to appropriations for payments and/or a new rate to apply to appropriations for commitments (the latter rate may be at a level different from the former), the institutions will endeavour to secure agreement between the two arms of the budgetary authority by means of the conciliation procedure provided for in Annex II, Part C.
