The Commission may entrust, subject to a cost-benefit analysis, part of the implementation of the CEF to the bodies referred to in point (a) of Article 58(1) and Article 62 of Regulation (EU, Euratom) No 966/2012, and in particular to the Executive Agency, with a view to the optimum management and efficiency requirements of the CEF in the transport, telecommunications and energy sectors.

Notes the Commission’s estimate that EUR 35 billion of financing is necessary to reach the 10 % target by 2020 across all Member States; recalls that, according to the CEF Regulation (No 1316/2013), the major part of the financial assistance within the CEF energy envelope should be made available for electricity projects, and insists that the Commission give due consideration to that fact; supports the Commission’s recommendation that the CEF be concentrated on a few key projects; stresses that special attention must be given to projects that address the most significant gaps in the integrated EU electricity market and the lack of sufficient interconnectivity; considers that adequate EU financing should continue to be made available also beyond 2020 to support the construction of non-commercially viable electricity connection projects necessary to ensure the functioning of the internal energy market and security of the operation of electricity systems; stresses the importance of the EIB in supporting investors in commercially viable electricity infrastructure projects; notes the establishment of the EFSI, and encourages the Commission to ensure that the fund effectively attracts investments in electricity interconnection;

Stresses the importance of TEN-T, not only as nodal points of connection within Europe, but also as a chance to launch individual domestic markets, local economies and urban and metropolitan areas; stresses, therefore, the importance of completing the priority corridors defined at European level, particularly for high-speed rail routes; draws attention to the unprecedented interest demonstrated by Member States at the 2014 CEF-T calls and to the great number of eligible high quality projects submitted that could not be adopted due to a lack of available funds; insists in this regard that the funding provided for in the MFF must be respected and reviewed, both for commitments and for payments, in order to successfully achieve the CEF priorities and objectives and to top up the budget allocated for CEF.

7. Welcomes the CEF and TEN-T agreements, which will enable investments to be made in key projects with high European added value for the creation of a more sustainable and integrated European transport network; points out that the headings and agreed amounts in budget lines 06 02 01 for the CEF should be adjusted in line with the outcome of CEF negotiations, particularly as regards interoperability, which should be removed from line 06 02 01 03 and included in line 06 02 01 01;

Welcomes and supports the ‘Connecting Europe Facility’ (CEF) proposal, which allocates almost EUR 9,2 billion to support investment in fast and ultrafast broadband networks and pan-European digital services; CEF will provide grants for building the infrastructure needed to roll out e-ID, e-identification, eGovernment, e-procurement, e-health, e-justice and customs-related services, and will serve to ensure interoperability and meet the costs of running the infrastructure at European level, linking up Member States' infrastructures;
42. juicht het voorstel toe voor de „Connecting Europe Facility” (CEF), waarin bijna 9,2 miljard EUR worden uitgetrokken om investeringen in snelle en supersnelle breedbandnetwerken en pan-Europese digitale diensten te ondersteunen en steunt dit voorstel; de CEF zal subsidies verlenen voor de opbouw van infrastructuur die nodig is voor de invoering van e-ID, e-identificatie, e-overheidsdiensten, e-gezondheid, e-justitie en douanegerelateerde diensten, zal bijdragen tot de totstandkoming van interoperabiliteit en zal mede de kosten dekken voor de exploitatie van de infrastructuur op Europees niveau en voor de aansluiting van de respectieve infrastructuur van de lidstaten onderling;
