IN-CONTEXT TRANSLATIONS

To this share shall be added an additional amount for each Member State determined according to the method set out in Annex IIIquater in order to ensure that the share of the ESF as a percentage of total combined resources for the Structural Funds and the Cohesion Fund at EU level, excluding the support from the Cohesion Fund for transport infrastructure under the Connecting Europe Facility referred to in Article 84(4) and support from the Structural Funds for aid for the most deprived people referred to in Article 84(5), in Member States is not less than 23,1 %. For the purposes of this provision, investment provided from the ESF to the Youth Employment Initiative shall be considered as part of the share of Structural Funds allocated to the ESF.
Bij dit aandeel wordt er voor elke lidstaat een bijkomend bedrag opgeteld dat wordt vastgesteld overeenkomstig de in bijlage III quater uiteengezette methode, teneinde te waarborgen dat het aandeel van het ESF als percentage van de totale gecombineerde middelen voor de structuurfondsen en het Cohesiefonds op EU-niveau minimaal 23,1 % bedraagt. 5. Notwithstanding Article 10, and as regards the amount of EUR 11 305 500 000 transferred from the Cohesion Fund to be spent exclusively in Member States eligible for funding from the Cohesion Fund, the maximum funding rates shall be those applicable to the Cohesion Fund as referred to in a Regulation laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provision on the European Regional Development Fund, the European Social Fund and the Cohesion Fund for the following:

As regards the amount of EUR 11 305 500 000 transferred from the Cohesion Fund to be spent in Member States eligible for funding from the Cohesion Fund, the eligibility rules concerning VAT shall be those applicable to the Cohesion Fund referred to in a Regulation laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and laying down general provision on the European Regional Development Fund, the European Social Fund and the Cohesion Fund.

Considers that EU cohesion policy (structural funds and cohesion fund), is a strategic tool for investment, sustainable growth and competitiveness, and a main pillar of European solidarity, with an undisputed EU added value; notes also the significant spill-over effects of cohesion funding for all EU Member States; insists that, in order to effectively reduce macroeconomic imbalances within the EU and contribute to economic, social and territorial cohesion, it should be able to rely on a stable, solid and sustainable financial framework; reaffirms its position that cohesion policy funding, given the pressing need to secure public investment in growth and jobs, should be maintained at least at the level of the 2007-2013 period and continue to cover all EU regions, with a focus on the less developed regions; endorses the Commission proposal to earmark 25 % of the total cohesion policy allocation to the ESF;

Since the late 1990s, absorption of structural and cohesion funds has been recognised as a main concern in relation to the implementation of the EU cohesion policy. Many Member States have faced difficulties in absorbing the structural and cohesion funds from the EU budget, especially during the early post-accession years.
Sinds eind jaren negentig wordt de absorptie van middelen uit de structuurfondsen en het cohesiefonds beschouwd als een belangrijk probleem bij de tenuitvoerlegging van het cohesiebeleid van de EU. As part of the reform of the cohesion policy implementation system, Cohesion Fund interventions are integrated into the multiannual programming of the Structural Funds. The reform was announced in the third cohesion report, which was adopted by the Commission in February 2004.
