The reinforced cooperation in civil protection assistance interventions should be based on a Community civil protection structure consisting of a monitoring and information centre and a common emergency communication and information system managed by the Commission and operational contact points in the Member States.

RECALLING the resolution of the Council and the representatives of the Governments of the Member States, meeting within the Council of 31 October 1994 on strengthening Community cooperation on civil protection, and in particular the desire expressed therein that cooperation may be developed between schools and national training centres that are active in the field of civil protection(1).
HERINNEREND aan de resolutie van de Raad en de vertegenwoordigers van de regeringen der lidstaten, in het kader van de Raad bijeen, van 31 oktober 1994 inzake de versterking van de communautaire samenwerking op het gebied van de civiele bescherming, en met name aan de wens die in die resolutie wordt geuit dat een samenwerking zou worden ontwikkeld tussen de scholen en opleidingscentra in de lidstaten die actief zijn op het gebied van de civiele bescherming(1).

It shall act in support of the Community framework for cooperation in the field of accidental or deliberate marine pollution established by Decision No 2850/2000/EC of the European Parliament and of the Council of 20 December 2000 setting up a Community framework for cooperation in the field of accidental or deliberate marine pollution(8) and of the Community mechanism in the field of civil protection assistance interventions established by Council Decision 2001/792/EC, Euratom of 23 October 2001 establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions(9)".

Het ondersteunt met zijn optreden het communautair kader voor samenwerking op het gebied van door ongevallen veroorzaakte of opzettelijke verontreiniging van de zee *, dat is ingesteld bij Beschikking nr. 2850/2000/EG van het Europees Parlement en de Raad van 20 december 2000, alsmede het communautair mechanisme op het gebied van civiele bescherming, dat is ingevoerd bij Beschikking 2001/792/EG, Euratom van de Raad van 23 oktober 2001 tot vaststelling van een communautair mechanisme ter vergemakkelijking van versterkte samenwerking bij bijstandsinterventies in het kader van civiele bescherming **.

WHEREAS the recent Council decisions on civil protection, notably Council Decision 2001/722/EC, Euratom of 23 October 2001 establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions(3), provide a framework which would facilitate the creation of a network of schools and training centres active in the field of civil protection in the Member States, in particular through the creation of a pilot project entrusted with the task of establishing the said network.
OVERWEGENDE dat de recente besluiten van de Raad op het gebied van de civiele bescherming, inzonderheid Besluit 2001/792/EG, Euratom van de Raad van 23 oktober 2001 tot vaststelling van een communautair mchanisme ter vergemakkelijking van bijstandinterventies in het kader van civiele bescherming(3), een kader scheppen dat de mogelijkheid biedt de oprichting te vergemakkelijken van een netwerk van scholen en opleidingscentra die in de lidstaten actief zijn op het gebied van de civiele bescherming, met name door het opzetten van een proefproject dat gericht zou zijn op de totstandbrenging van genoemd netwerk.

(2) to consider the possibility of a financial support to this initiative on the basis of the financial interventions provided for educational activities by Council Decision of 9 December 1999 establishing a Community action programme in the field of civil protection(4) for the period 1 January 2000 to 31 December 2004 or by the said Council Decision establishing a Community mechanism to facilitate reinforced cooperation in civil protection assistance interventions,
(2) na te gaan of financiële steun aan dit initiatief mogelijk is op basis van de financiële bijdragen voor educatieve activiteiten die is voorzien in de beschikking van de Raad van 9 december 1999 betreffende een communautair actieprogramma voor civiele bescherming(4) voor de periode 1 januari 2000 tot en met 31 december 2004 of in het besluit van de Raad tot vaststelling van een communautair mechanisme ter vergemakkelijking van bijstandsinterventies in het kader van civiele bescherming.

(3) A mechanism to facilitate reinforced cooperation in civil protection assistance interventions could supplement the current Community action programme in the field of civil protection(7) by making support available in the event of major emergencies which may require urgent response action. It would facilitate the mobilisation of intervention teams, experts and other resources, as required, through a reinforced Community civil protection structure consisting of a monitoring and information centre and a common emergency communication and information system.
(3) Een mechanisme ter vergemakkelijking van versterkte samenwerking bij bijstandsinterventies in het kader van civiele bescherming zou het lopende communautair actieprogramma voor civiele bescherming(7) kunnen aanvullen door steun beschikbaar te stellen in ernstige noodsituaties waarbij dringend ingrijpen geboden kan zijn; het zou het inzetten van interventieteams, deskundigen en andere hulpmiddelen, naar gelang van de behoeften, vergemakkelijken door middel van een versterkte communautaire structuur voor civiele bescherming, die bestaat uit een waarnemings- en informatiecentrum en een gemeenschappelijk noodcommunicatie- en informatiesysteem; ook zou het de gelegenheid bieden gevalideerde gegevens over noodsituaties te verzamelen, deze gegevens door te geven aan de lidstaten en ervaringen die met interventies zijn opgedaan, uit te wisselen.
