Bulgaria adopted a law on conflicts of interest in 2009 and set up an administrative authority to establish and sanction conflicts of interest.[87] The establishment of a dedicated commission to establish conflicts of interest and to suggest sanctions has led to an impressive increase of public signals on conflicts of interest and a number of decisions, but so far only one case has been finalised.[88] The assessment of the Commission's first 15 months of operation shows a new authority that has taken up its challenge and started work quickly, but which has not yet been able to prove itself in convincing decisions in important cases.[89] Questions must also be raised regarding the effectiveness of the law on conflicts of interest.
In 2009 nam Bulgarije een wet inzake belangenconflicten aan en richtte het een bestuurlijke instantie op om belangenconflicten op te sporen en te bestraffen[87]. Nadat een speciale commissie voor de preventie en de vaststelling van belangenconflicten was opgericht, kwamen er enorm veel meldingen van belangenconflicten binnen en volgden er heel wat beslissingen, maar tot dusver werd nog maar één zaak afgerond[88]. Conflict sensitivity also includes decisions on whether to provide budget support to a country or to a particular sector, whether to provide the majority of aid through the state, how core education, health and other development programmes will ensure that they are having a positive impact on the root causes of conflict, and so on. The assessments should draw on existing experience of earlier conflict assessments, and other social analyses – particularly those focusing on inequality and social exclusion.

Mainstreaming conflict prevention implies, for example, carefully examining, from a conflict prevention perspective, the consequences of the agriculture subsidy levels of the EU for those countries or the possible use of genetically modified organisms (agricultural policy); the refusal to open the EU markets to many of the most sensitive products (including rice, sugar and bananas) of many countries with potential risk of conflict (commercial policy); the readiness to make business with countries which in fact do not respect neither the EU standards on sustainable environment (environmental policy) nor the democratic values of the Union (human rights); etc. The final aim is to foster the idea of coherence between the different EU policies and to give real content to the concept of structural stability proposed by the Commission, by maintaining an integrated focus on sustainable economic development, respect for human rights, viable democratic structures and healthy social conditions.
