In the early 1990s, cooperation between Member States mainly took the form of traditional collaboration between governments within international organisations such as the Organisation for Economic and Cooperation and Development (OECD) and the International Labour Organisation (ILO) -- multilateral European and international cooperation platforms -- notably as regards the labour market.

On 23 February 2006, the International Labour Organisation adopted the Maritime Labour Convention, 2006, desiring to create a single, coherent instrument embodying as far as possible all up-to-date standards of existing international maritime labour Conventions and Recommendations, as well as the fundamental principles to be found in other international labour conventions.

When awarding tenders under a Community instrument, special consideration will be given to respect for internationally agreed core labour standards of the International Labour Organisation (ILO), e.g. the conventions on freedom of association and collective bargaining, elimination of forced and compulsory labour, elimination of discrimination in respect of employment and occupation, and the abolition of child labour.

1.4. On that basis, and despite the fears voiced in some quarters, endowing the Union with a Constitution in no way signifies that a first step has been taken towards the creation of a centralised ‘superstate’ which would inevitably sound the death knell for national States and irrevocably change the nature of the European Union (there are many examples of international organisations whose constituent act is rightly termed a constitution, including the International Labour Organisation (ILO), the World Health Organisation (WHO), or, one which is less frequently cited, the Universal Postal Union (UPU).
1.4. (4) The right of all persons to equality before the law and protection against discrimination constitutes a universal right recognised by the Universal Declaration of Human Rights, the United Nations Convention on the Elimination of All Forms of Discrimination against Women, United Nations Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights and by the European Convention for the Protection of Human Rights and Fundamental Freedoms, to which all Member States are signatories. Convention No 111 of the International Labour Organisation (ILO) prohibits discrimination in the field of employment and occupation.

The Parties reaffirm their commitment to the internationally recognised core labour standards, as defined by the relevant International Labour Organisation (ILO) Conventions, and in particular the freedom of association and the right to collective bargaining, the abolition of forced labour, the elimination of worst forms of child labour and non-discrimination in respect to employment.
