Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Member States shall also ensure that any supply of water intended for human consumption which constitutes a potential danger to human health is prohibited or its use restricted or such other action is taken as is necessary to protect human health. In such cases consumers shall be informed promptly thereof and given the necessary advice.

Considers that integrated water resources management should comprise strategies for the improvement of water use efficiency, water saving, rationalisation and limitation of water consumption, and improved consumer awareness concerning sustainable water consumption, and that it should respond to issues concerning the collection and storage of rainwater in natural and artificial reservoirs, as well as to those relating to the risk and impact of floods and droughts; considers that action should be encouraged to establish an effective hierarchy of water uses and recalls that a demand-side approach should be preferred when managing water resources;

(5a) The increased use of biofuels must be accompanied by a careful analysis of the environmental impact in relation to the cultivation, processing and consumption of raw materials. Increased use appears desirable only if the environmental impact presents clear advantages by comparison with the use of traditional fuels. In particular, a study should be carried out into land use, more intensive agriculture, the relationship with an alternative sustainable land use, the protection of water, energy efficiency, greenhouse gas potential, combustion characteristics and particle formation.

Recycling and re-use targets need to be legally binding. Member States should further consider establishing separate targets for the re-use of whole appliances and/or components, according to the type of equipment, in order to promote re-use and the prevention of waste, on the understanding that re-use should only be encouraged if there is no equivalent new product on the market that has a clear environmental advantage in terms of consumption of energy, water or other resources, use of dangerous substances or a sustainable design.

Member States shall take all measures necessary to ensure that no substances or materials for new installations used in the preparation or distribution of water intended for human consumption or impurities associated with such substances or materials for new installations remain in water intended for human consumption in concentrations higher than is necessary for the purpose of their use and do not, either directly or indirectly, reduce the protection of human health provided for in this Directive; the interpretative document and technical specifications pursuant to Article 3 and Article 4 (1) of Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products (10) shall respect the requirements of this Directive.

The purpose of check monitoring is regularly to provide information on the organoleptic and microbiological quality of the water supplied for human consumption as well as information on the effectiveness of drinking-water treatment (particularly of disinfection) where it is used, in order to determine whether or not water intended for human consumption complies with the relevant parametric values laid down in this Directive.
