To ensure coherence with the market access provisions for sugar in the Economic Partnership Agreements, the duty free access for sugar should apply from 1 October 2009 and the tariff quota for products under subheading 1701 11 10 as opened under the special arrangement for the least developed countries should be extended until 30 September 2009 with a pro rata increase in its volume.

What all these reciprocity options have in common is that they would involve all or some ACP countries progressively (within a 10 years period) introducing duty free access for EU exports to their markets on substantially all trade. Since this would profoundly alter the basis of current EU-ACP trade relations, these options require careful assessment.
