IN-CONTEXT TRANSLATIONS

(20a) In order to supplement the provisions of this Decision, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of establishing and managing the Emergency Response Centre (ERC) and specifying the functioning of the Common Emergency Communication and Information System; specifying the conditions for identifying modules and the general requirements for their functioning and interoperability; establishing conditions for resources available for assistance intervention; specifying the functioning of the European emergency response capactity (EERC) as a voluntary pool, the capacity goals for the EERC, the interoperability and quality requirements for capacities in the EERC, and the process for certification and registration of capacities; specifying the modalities for addressing capacity gaps; defining the aim, the content, the structure, the organisation, and the target group of the training programme and the training network; specifying the procedure for responding to major disasters or imminent major disasters within and outside the Union; specifying the functioning of the expert teams and the conditions of selection, dispatching and disengaging an expert team; specifying the level of detail of the information on equipment and transport resources and specifying the procedures for the identification of such equipment and resources and for the provision of additional transport resources; specifying the procedure for requesting and deciding on granting Union financial support for transport; and adopting the annual work programmes.
(20 bis) Ter aanvulling op de bepalingen van dit besluit dient de bevoegdheid om handelingen vast te stellen overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie te worden gedelegeerd aan de Commissie op de volgende gebieden: de oprichting en het beheer van het Europees Centrum voor respons in noodsituaties (ERC) en de precisering van de werking van het gemeenschappelijk noodcommunicatie- en informatiesysteem; de precisering van de voorwaarden voor het vaststellen van modules en de algemene vereisten inzake de werking en interoperabiliteit ervan; de vaststelling van de voorwaarden voor de terbeschikkingstelling van middelen voor bijstandsinterventies; de precisering van de werking van de Europese responscapaciteit voor noodsituaties in de vorm van een vrijwillige pool, de capaciteitsdoelstellingen voor deze Europese responscapaciteit, de interoperabiliteits- en kwaliteitseisen ten aanzien van deze Europese responscapaciteit en het proces voor de certificering en registratie van capaciteiten; de precisering van de modaliteiten voor het dichten van capaciteitshiaten; de vaststelling van het doel, de inhoud, de structuur, de organisatie en de doelgroep van het opleidingsprogramma en het opleidingsnetwerk; de precisering van de procedure voor de reactie op grote rampen of dreigende grote rampen binnen en buiten de Unie; de precisering van de werking van de teams van deskundigen en de voorwaarden voor de selectie, uitzending en terugtrekking van een team; de precisering van de mate van gedetailleerdheid van de informatie over materieel en vervoermiddelen en de precisering van de procedures voor het vaststellen van dit materieel en deze vervoermiddelen en voor de beschikbaarstelling van aanvullende vervoermiddelen; de precisering van de procedure voor het indienen van verzoeken om en het verlenen van financiële ondersteuning door de Unie voor vervoer; en de vaststelling van de jaarlijkse werkprogramma's.

(22) In order to ensure uniform conditions for the implementation of this Decision, implementing powers should be conferred on the Commission with respect to the interaction of the ERCC with the Member States' contact points and the operational procedures for the response to disasters inside and outside the Union; the components of the CECIS and the organisation of information sharing through the CECIS; the process for deploying expert teams; the identification of modules, other response capacities and experts; the operational requirements for the functioning and interoperability of modules; the capacity goals, the quality and interoperability requirements and the certification and registration procedure necessary for the functioning of the EERC, as well as the financial arrangements; identifying and filling gaps in the EERC; the organisation of the training programme, exercise framework and lessons learnt programme; and the organisation of support for the transport of assistance.
(22) Om eenvormige voorwaarden te waarborgen voor de uitvoering van dit besluit, moeten uitvoeringsbevoegdheden worden verleend aan de Commissie met betrekking tot de interactie van het ERCC met de contactpunten van de lidstaten en de operationele procedures voor rampenrespons binnen en buiten de Unie, de componenten van CECIS en de organisatie van informatie-uitwisseling via CECIS, het proces voor het inzetten van deskundigenteams, het in kaart brengen van modules, andere responscapaciteit en deskundigen, de operationele vereisten voor het functioneren en de interoperabiliteit van de modules, de capaciteitsdoelen, de kwaliteits- en interoperabiliteitsvereisten en de certificerings- en registratieprocedure die noodzakelijk is voor het functioneren van de EERC, alsmede de financiële regelingen, het vaststellen en aanvullen van tekorten in de EERC, de organisatie van de opleidingsprogramma, het oefeningenkader en het programma geleerde lessen, en het organiseren van ondersteuning voor het vervoer van bijstand.

(13) In order to improve the planning of disaster response operations under the Union Mechanism and to enhance the availability of key capacities, it is necessary to develop an EERC in the form of a voluntary pool of pre-committed capacities from the Member States and a structured process to identify potential capacity gaps.
(13) Voor een betere planning van de respons bij rampen in het kader van het Uniemechanisme en om de beschikbaarheid van cruciale capaciteit te verbeteren, moet een EERC in de vorm van een vrijwillige pool van vooraf toegezegde capaciteiten van lidstaten worden ontwikkeld alsmede een gestructureerd proces om mogelijke capaciteitstekorten vast te stellen.

The Union Mechanism should be based on a Union structure consisting of an Emergency Response Coordination Centre (ERCC), a European Emergency Response Capacity (EERC) in the form of a voluntary pool of pre-committed capacities from the Member States, trained experts, a Common Emergency Communication and Information System (CECIS) managed by the Commission and contact points in the Member States.

1. A European Emergency Response Capacity (EERC) shall be established.

The Union Mechanism should be based on a Union structure consisting of an Emergency Response Coordination Centre (ERCC), a European Emergency Response Capacity (EERC) in the form of a voluntary pool of pre-committed capacities from the Member States, trained experts, a Common Emergency Communication and Information System (CECIS) managed by the Commission and contact points in the Member States.

2. On the basis of identified risks, the Commission shall define the types and the number of key response capacities required for the EERC ("capacity goals").

Voor een betere planning van de respons bij rampen in het kader van het Uniemechanisme en om de beschikbaarheid van cruciale capaciteit te verbeteren, moet een EERC in de vorm van een vrijwillige pool van vooraf toegezegde capaciteiten van lidstaten worden ontwikkeld alsmede een gestructureerd proces om mogelijke capaciteitstekorten vast te stellen.
