Discouraged by the notable setback with regards to the respect for democratic freedoms and commitments in Ukraine as demonstrated by the local and regional elections of 31 October 2010; calls on the authorities to address numerous reports of biased electoral commissions, selective registration of candidates by Territorial Electoral Commissions, intimidation of opposition candidates and supporters, and insufficient oversight of ballot security;
