Emphasises that the EU’s coordinated active labour market measures such as publicly funded work programmes for young people, and the creation of new, sustainable and good jobs – which are properly remunerated – and new businesses, as well as the promotion of a business culture in schools, incentives for new initiatives, technical assistance for start-ups, administrative simplification to speed up formalities, local service networks to facilitate management, and links with universities and research centres to promote product and process innovation, recognition of voluntary work as professional experience and the promotion of entrepreneurship are essential elements for successfully tackling youth unemployment and supporting inclusive growth; emphasises that EU funding available for young people from instruments such as the European Social Fund, the mobility programmes (Erasmus, Socrates, Leonardo) and the YOUTH programme should be used in a more effective, accessible, transparent and coordinated way, because the diversity of funding makes it difficult for youth organisations to access funding that answers their needs; stresses the need for funding for young people that is easy accessible, can be managed by volunteers and small organisations where applicable, and allows overarching measures to be funded that integrate several dimensions such as employment, mobility, social integration and cultural activities;

Notes that the rise in oil prices may have a negative impact on growth and employment in Europe; deplores the absence of coordinated compensatory measures by Member States to respond to this external shock; therefore urges the Council and the Member States to act urgently to strengthen European economic governance and to use the instruments available for coordination, in particular regarding income support programmes and fiscal measures in the interests of strong and effective European action for sustainable growth and employment, including the better use of alternative energy sources as an employment generator;

Calls on the Member States not to regard national research programmes solely as programmes intended primarily to strengthen their own economies but as programmes for promoting economic growth, competitiveness, employment and cohesion throughout the European Union; by, furthermore, operating at EU level with research programmes rather than relatively small projects in a wide range of subfields, greater coordination of research work will be fostered; this will promote economies of scale, improve competitiveness within the European Union and stimulate employment and thus the need to go on innovating, which, at macroeconomic level, may result in yet more employment and economic growth;
9. verzoekt de lidstaten nationale onderzoeksprogramma's niet louter te zien als programma's ter versterking van vooral de eigen economie, maar als programma's om de economische groei, het concurrentievermogen, de werkgelegenheid en de samenhang in de gehele Europese Unie te bevorderen; meent dat er door bovendien op EU-niveau te werken met onderzoeksprogramma's in plaats van kleinere projecten op allerlei deelterreinen, sprake is van een betere bundeling van onderzoeksactiviteiten; dit bevordert bezuinigingen door schaalvergroting, verbetert het concurrentievermogen binnen de Europese Unie, stimuleert de werkgelegenheid en daarmee de noodzaak om verder te innoveren, hetgeen op macro-economisch niveau kan leiden tot nog meer werkgelegenheid en economische groei;

3. The Commission and the Member States shall ensure that the measures of this programme have regard to the employment guidelines adopted by the Council as part of a coordinated strategy for employment.
