Since its Communication on industrial policy in an enlarged Europe in 2002, the European Commission has been laying the basis for a European industrial policy. It provided an analysis of deindustrialisation in its Communication of 2003 on the key issues in Europe's competitiveness and it subsequently developed the idea in its Communication of 2004 entitled ".Fostering structural change: an industrial policy for an enlarged Europe ".
Sinds haar mededeling over het Europese industriebeleid na de uitbreiding uit 2002 legt de Europese Commissie de grondslagen voor een industriebeleid voor de EU. Zo heeft zij in haar mededeling over de kernpunten van het Europese concurrentievermogen uit 2003 een analyse van de deïndustrialisatie opgesteld en deze in 2004 in haar mededeling ".De structurele veranderingen begeleiden: Een industriebeleid voor het uitgebreide Europa " verder uitgediept.

Although the industrial sector in the EU has declined in the last 50 years, European industry still amounts to approximately 16% of the EU’s GDP. However, due to the decline of many traditional industries, such as coal, steel, textiles or machinery, which had contributed to prosperity of many regions over several decades, a number of regions in the European Union face similar problems today.
Hoewel de industrie in de EU de laatste vijftig jaar in verval is geraakt, is de Europese industrie nog altijd goed voor ongeveer 16% van het bbp van de EU. Believes that Europe faces both challenges and great opportunities with regard to RM; underlines that the EU now, as demand for RM surges globally, has the chance of reaping benefits by strengthening RM supply and efficiency while satisfying the needs of EU industries and the RM sector; emphasises that the availability of fair access to, and stable and predictable prices of, RM are of vital importance for the development potential, competitiveness, innovation and preservation of European industry; while restrictions in access and supply, particularly to CRM such as REE, as well as high price volatility, can hinder the competitiveness, eco-efficiency and innovation prospects of EU industry, especially SMEs; welcomes the fact that the Commission spearheaded the issue of RM policy with its Raw Materials Initiative (RMI) in 2008, and calls strongly on the Commission and the Member States to move towards its swift implementation; believes that resource policy and resource diplomacy are of high importance for the EU, not only with regard to industrial policy and international trade but also as a transversal issue concerning different fields of domestic policy, as well as foreign and security policy; asks the Commission to pay as much attention to this issue as to the energy issue; sees this also as a task for the European External Action Service (EEAS);
1. is van oordeel dat grondstoffen voor Europa zowel uitdagingen met zich meebrengen, als kansen inhouden; onderstreept dat de EU nu, op het moment dat de vraag naar grondstoffen mondiaal sterk toeneemt, de kans heeft haar slag te slaan door de bevoorrading met en de efficiëntie van grondstoffen te vergroten, en tegelijkertijd tegemoet te komen aan de behoeften van het bedrijfsleven in de Unie en de grondstoffensector; onderstreept dat billijke toegang tot, en stabiele en voorspelbare prijzen van grondstoffen van essentieel belang zijn voor het ontwikkelingspotentieel, het concurrentievermogen, innovatie en het behoud van de Europese industrie; terwijl beperkingen bij toegang tot en bevoorrading, in het bijzonder van kritieke grondstoffen zoals zeldzame aardmetalen, alsmede een hoge prijsvolatiliteit, schadelijk kunnen zijn voor het concurrentievermogen, de milieu-efficiëntie en de innovatievooruitzichten van de EU-industrie, in het bijzonder kleine en middelgrote ondernemingen; is verheugd over het feit dat in 2008 de Commissie het grondstoffenbeleid als prioriteit heeft onderkend in haar grondstoffeninitiatief, en verzoekt de Commissie en de lidstaten snel werk te maken van de tenuitvoerlegging van het grondstoffeninitiatief; is van oordeel dat grondstoffenbeleid en grondstoffendiplomatie voor de EU van groot belang zijn, niet alleen wat het industrie en de internationale handel betreft, maar ook horizontaal, wat verschillende terreinen van het intern beleid, alsook het buitenlands en veiligheidsbeleid betreft; vraagt de Commissie aan dit onderwerp net zo veel aandacht te besteden als aan het onderwerp energie; beschouwt dit ook als een taak voor de Europese Dienst voor extern optreden (EDEO);

The rapporteur shares the concerns of the industry on the timing of the JTI adoption, in order not to lose precious time for the implementation of research activities. If the European Parliament and the Member States don't reach an agreement and adopt the proposal before the end of the year 2007, the European industry and research would lose a whole year of activities.
Uw rapporteur deelt de verontrusting van de bedrijfstak over het tijdstip van goedkeuring van de GTI's; het is de bedoeling dat er geen kostbare tijd verloren gaat voor de tenuitvoerlegging van onderzoekwerkzaamheden. Als het Europees Parlement en de lidstaten niet tot overeenstemming komen en het voorstel vóór eind 2007 aannemen, verliezen Europese industrie en onderzoek een heel jaar van werkzaamheden.
