Evaluations have traditionally examined individual funding programmes or pieces of legislation, with less attention being paid to evaluation of broad areas of legislation and cross-cutting issues.

That maximum percentage shall be re-evaluated in the framework of the mid-term evaluation of the LIFE Programme referred to in point (a) of Article 27(2) and accompanied, if appropriate, by a legislative proposal.

The European Citizens' Initiative provides a unique opportunity to enable citizens to participate directly in shaping the development of EU legislation (3).Decision No 1904/2006/EC of the European Parliament and of the Council (4) set out an action programme which has confirmed the need to promote sustained dialogue with civil society organisations and municipalities and to support the active involvement of citizens.The interim evaluation report of the Europe for Citizens programme (2007-2013), together with a public online consultation and two consecutive stakeholder consultation meetings, have confirmed that a new ‘Europe for Citizens’ programme is considered relevant both by civil society organisations and by participating individuals. It was also considered that it should be established in order to have an impact at an organisational level in terms of capacity-building and on a personal level in terms of increased interest in Union matters.

In addition to carrying out its ongoing monitoring activities, the Commission shall submit a mid-term evaluation report by 31 December 2017 in order to assess the effectiveness of the measures taken to achieve the Programme's objectives and to evaluate the efficiency of the Programme and its European added value, accompanied, if appropriate, by a legislative proposal to amend this Regulation. The mid-term evaluation report shall address the scope for simplification of the Programme, its internal and external coherence, the continued relevance of all of its objectives, and the contribution made by the measures taken to the realisation of the Europe 2020 strategy.
2. In aanvulling op het verrichten van haar voortdurende controleactiviteiten dient de Commissie uiterlijk 31 december 2017 een tussentijds evaluatieverslag in om de doeltreffendheid bij het bereiken van de doelstellingen, de efficiëntie van het programma en zijn Europese meerwaarde te beoordelen, zo nodig vergezeld van een wetgevingsvoorstel tot wijziging van deze verordening. In het tussentijdse evaluatieverslag wordt aandacht besteed aan mogelijkheden tot vereenvoudiging van het programma, de interne en externe samenhang, de vraag of alle doelstellingen ervan nog steeds relevant zijn, en de bijdrage van de maatregelen tot de Europa 2020-strategie.

A mid-term evaluation of the Programme shall be carried out by 1 July 2017 to measure, on a qualitative and quantitative basis, progress made in meeting the Programme's objectives, to address the social environment within the Union and any major changes introduced by Union legislation, to determine whether the resources of the Programme have been used efficiently and to assess its Union added value.

Uiterlijk 1 juli 2017 wordt een tussentijdse evaluatie van het programma uitgevoerd om op kwalitatieve en kwantitatieve basis de vooruitgang ten opzichte van de doelstellingen te meten, en de maatschappelijke ontwikkeling binnen de Unie en alle grote wijzigingen die door Unie-wetgeving zijn ingevoerd, vast te stellen, met als doel te bepalen of de middelen doelmatig zijn gebruikt en de meerwaarde van het programma voor de Unie te beoordelen.

Under the Community programme in the field of public health established by Decision No 1786/2002/EC (framework Decision), the Agency is hereby entrusted with implementing the tasks concerning Community aid under the programme, except for programme evaluation, monitoring of legislation, or any other action which could come under the exclusive competence of the Commission.
