5. Welcomes the need to ensure better regulation aiming to reduce the legislative burden, and avoid gold-plating; underlines, however, that the proposed agenda for creating better regulation should not endanger key legislation in important areas at European level where a real added value will be achieved, notably environmental and social protection, amongst others; calls on the Commission to put in place a comprehensive system to scrutinise legislation at the three crucial stages of the legislative process, in its transposition, its implementation and its enforcement;

Notes the very substantial increase in the possibilities offered by delegated acts with regard to legislative acts; expresses its concern that Parliament lacks sufficient staff to assume fully its political responsibilities in scrutinising the process of delegation to the Commission, such as when it is called on to express its objections to the deadline stipulated in a basic legislative act; calls for a quantitative and qualitative assessment of staff needed by the European Parliament to assume properly its responsibility as co-legislator.

Believes that impact assessments must be independently scrutinised and carried out systematically in the context of a legislative process and also as part of the process of simplifying legislation; calls, therefore, for more active monitoring and reporting of the transposition of the EU law by the Commission; stresses that it should be more closely involved in monitoring the application of Community legislation, and underlines the need for closer interinstitutional cooperation with regard to comitology procedures;
