Considers it a positive development that the Council's report for the first time endeavours to do justice to the activities of the European Parliament, but invites the future Finnish Presidency in its drafting of the Eighth EU Annual Report on Human Rights to consult actively with the European Parliament, to report on the way that Parliament's resolutions have been taken into account by the Council and the Commission, and to include, as a fundamental element, a role for the Parliament in the drafting of the report in some suitable form so that the final version will be a real attempt to reflect the views of the Council, the Commission and the Parliament; takes the view that the European Parliament must continue to issue its own report in order to assess the EU's human rights policy and to exercise parliamentary control;
8. is van oordeel dat het een positieve ontwikkeling is dat in het verslag van de Raad voor het eerst wordt getracht de werkzaamheden van het Parlement tot hun recht te laten komen, maar nodigt het toekomstige Finse voorzitterschap uit om bij de opstelling van het achtste jaarverslag van de EU over de mensenrechten het Parlement actief te raadplegen, verslag te doen van de wijze waarop de resoluties van het Parlement door de Raad en de Commissie in aanmerking zijn genomen en om het Parlement bij de opstelling van het verslag in een of andere geschikte vorm een fundamentele rol toe te kennen, zodat de definitieve versie een echte poging is om de standpunten van de Raad, de Commissie en het Parlement weer te geven; is van mening dat het Parlement zijn eigen verslag moet blijven uitbrengen met het oog op de beoordeling van het mensenrechtenbeleid van de EU en de uitoefening van parlementaire controle;

27. Calls on the ECA and the Agencies to enhance transparency in the procédure contradictoire prior to the ECA´s final report, so as to avoid any contradiction or ambiguity which could jeopardise the credibility of the whole exercise; in this respect, invites the ECA and the Commission to propose a feasible way of updating information on the improvements made and/or the problems found, from the time when the ECA's preparatory report is first discussed until the time of the decision as to whether to grant discharge, in order to offer the most accurate picture of the situation of the Agencies.
27. verzoekt de Rekenkamer en de agentschappen de transparantie in de procédure contradictoire die voorafgaat aan het eindverslag van de Rekenkamer te vergroten, teneinde tegenstrijdigheden en ambiguïteiten die de geloofwaardig van de gehele exercitie in gevaar zouden kunnen brengen, te vermijden; verzoekt de Rekenkamer en de Commissie in verband hiermee te komen met een voorstel voor een uitvoerbare methode om informatie over verbeteringen die zijn aangebracht en/of problemen die zijn vastgesteld in de periode tussen de eerste bespreking van het ontwerpverslag van de Rekenkamer en het uiteindelijke besluit over de kwijting te actualiseren, teneinde het meest getrouwe beeld van de situatie bij de agentschappen te kunnen geven.

These changes are a response to the conclusions reached by the various internal and external assessment operations conducted in 2000 and 2001 (the scientific audit, the five-year assessment, the peer group report, the Davignon report, the prioritisation audit, the benchmarking initiative and the total quality management exercise) and to the objectives set by the Commission in communications COM(2001) 714 final, COM(2001) 594 final and COM(2000) 612 final.
