16. Considers that the increase in fires is the result of factors over and above climate change, and that a combination of natural causes and human activity relating to the definition of forest, farming or building areas can have a decisive impact in increasing the number of criminal fires; calls urgently, therefore, for the adoption and strict implementation by Member States of legislation protecting forest and other ecosystems, preventing commercialisation of forest land and land-use change, ensuring the full reafforestation of burnt areas and providing for the efficient monitoring of such legislation as an effective disincentive to criminal activity; calls for all available EU know-how, including satellite systems, to be used to this end;

Notes that, despite the fact that the EFFIS system has managed to harmonise data on fires within Member States and to provide updated information on the natural risk factors, the Commission does not permit investigation of the anthropogenic origins, does not determine socioeconomic risk factors and does not evaluate the repercussions of fires; calls on the Commission to submit a proposal to supplement this system with other data that make it possible to correct these shortcomings; also calls on the Commission to carry out an in-depth analysis of the reasons for and consequences of the fires this summer, in particular in the European forest sector, and submit proposals to develop a common protocol for fighting fires;

CALLS FOR THE PROMOTION, in the revision phase of the IMO SOLAS Convention on the safety of life at sea, of the decommissioning before 2008 of halon fire fighting systems on board ships built before 1994 and TAKES NOTE OF the Commission's aim to study the use of halons in existing cargo ships operating in EU waters;
