Another idea currently being explored by the Commission, which potentially could be combined with earmarking of auctioning revenues, is the "Global Climate Finance Mechanism" (GCFM), based on the model of the International Finance Facility for Immunization (IFFIm) and the idea of frontloading aid, in order to be able to obtain large amounts of funding in a relatively short period of time.
Een ander idee dat momenteel door de Commissie wordt bestudeerd, en dat eventueel kan worden gecombineerd met het uittrekken van veilinginkomsten, is het ‘Global Climate Finance Mechanism’ (GCFM) dat berust op het model van de internationale financieringsfaciliteit voor vaccinatie (International Finance Facility for Immunization – IFFIm) en het idee van frontloading van hulp, teneinde in betrekkelijk korte tijd aan veel financiële middelen te komen.

The Commission should urgently seek full Member State support for the idea, and launch the GCFM as a strategic move to gain momentum for adaptation funding and action ahead of the 2009 UNFCCC summit in Copenhagen.
De Commissie moet dringend volledige steun van de lidstaten verkrijgen voor dat idee, en zij moet het GCFM heel strategisch voorafgaand aan de top over het Raamverdrag van de Verenigde Naties inzake klimaatverandering van 2009 in Kopenhagen introduceren om de financiering van aanpassing en maatregelen een duwtje in de rug te geven.
