A. whereas, on 8 July 2014, the Israeli army launched a military operation in the Gaza Strip, consisting of mass airstrikes from land and sea, which includes targeted killings of Hamas operatives and other Islamist militants, and the bombardment of numerous sites throughout Gaza, mostly in densely populated areas; whereas Israel has massed thousands of troops on the border; whereas Prime Minister Netanyahu has not excluded the possibility of a full-scale ground operation; whereas Israeli ground troops carried out an incursion into Gaza on 13 July 2014;

While recognising the right of Israel to defend its population against rockets fired into Israel from the Gaza Strip, warns against a ground invasion in the area by the Israeli army, which may lead to considerable further escalation of the conflict and its humanitarian consequences, and calls on Israel to show restraint, ensure that its response is proportionate, act in accordance with international human rights and humanitarian law, and protect the Palestinian civilian population under all circumstances;

On 3 April 2003, the Netherlands Minister of Foreign Affairs adopted the Sanctieregeling terrorisme 2003 (terrorism sanctions order), freezing all the funds and financial assets of Stichting Al-Aqsa, a foundation under Netherlands law describing itself as an islamic social aid institution financially supporting various organisations in Israel, the West Bank and the Gaza Strip involved in humanitarian emergencies, on the ground that transfers of funds by Al-Aqsa were destined for organisations supporting terrorism in the Middle East, including Hamas.

Calls in the strongest terms on the Israeli authorities to allow unimpeded access to humanitarian assistance and aid to the Gaza Strip and to guarantee a continuous and adequate flow of aid through the humanitarian corridors; urges the Israeli authorities to allow the international press to follow events on the ground;
