To inform the persons of the procedure, Member States widely use printed materials in a variety of languages (AT, BE, ES, CY, CZ, EE, FI, FR, IE, HU, LT, LV, MT, NL, PL, SE, SK, RO), and several Member States include relevant information in procedural documents specifically addressed to the person (BG, CY, CZ, SK) and/or inform the applicant orally (FI, LT, MT, SK).

Welcomes the UN Human Rights Council resolution of 16 June 2009 on preventable maternal mortality and morbidity and human rights, which calls for urgent action in line with the Millennium Development Goals to prevent women from dying needlessly in pregnancy and childbirth; notes that the resolution was supported by the EU Member States, and calls on them effectively to promote the protection of the human rights of women and girls, in particular their rights to life, to be equal in dignity, to education, to be free to seek, receive and impart information, to enjoy the benefits of scientific progress, to freedom from discrimination, and to enjoy the highest attainable standard of physical and mental health, including sexual and reproductive health;

This annual revision is also important in view of the substance of the issues dealt with: definitions of the terms ‘employed person’ and ‘self-employed person’ when these cannot be established on the basis of national legislation (Annex I, Section1), definition of ‘member of the family’ when national legislation does not permit a distinction to be drawn between family members and other persons (Annex I, Part 2), special schemes for self-employed persons excluded from the scope of the Regulation (Annex II, Section 1), special childbirth or adoption allowances excluded from the scope of the Regulation (Annex II, Section 2), special non-contributory benefits supplied solely to persons on the territory of the Member State of residence, thus constituting an exception to the rule of exportable benefits (Annex II a), existing bilateral conventions which were in force before the implementation of the Regulation in the Member States concerned (Annex III), legislation under which the amount of invalidity benefit is independent of the length of insurance periods (Annex IV, Section A), cases where the calculation of benefit may be waived because it will not yield a higher amount (Annex IV, Section C), special procedures for implementation in certain Member States (Annex VI), and schemes that provide only for family allowances or supplementary or special allowances for orphans (Annex VIII).

Those programmes and key measures stipulate that reproductive health should cover: advice, information, education, communication and services in respect of family planning; education and services in respect of pre-natal care, safe childbirth and post-natal care, with particular reference to breast feeding and health care for the newly born child and mother; prevention of and appropriate treatment for sterility; prevention of abortions performed under dangerous conditions and appropriate treatment for complications caused by such abortions; treatment of infections of the reproductive organs, of sexually transmitted diseases and of other conditions affecting reproductive health; information, education and advice, where appropriate, in respect of human sexuality, reproductive health and responsible parenting.
Volgens die programma´s en acties moet reproductieve gezondheid het volgende omvatten: voorlichting, informatie, onderwijs, communicatie en gezinsplanning, onderwijs en dienstverlening op het gebied van zwangerschapsbegeleiding, veilige bevalling en hulp na de bevalling - waarbij vooral de klemtoon dient te worden gelegd op borstvoeding en gezondheidszorg voor moeder en kind -, preventie en adequate behandeling van onvruchtbaarheid, preventie van abortus onder riskante omstandigheden en adequate behandeling van door abortussen veroorzaakte complicaties, behandeling van infecties van de voortplantingsorganen, seksueel overdraagbare ziekten en andere met de reproductieve gezondheid verband houdende vraagstukken, waar nodig informatie, onderwijs en raadgeving op het gebied van de menselijke seksualiteit, reproductieve gezondheid en van verantwoord ouderschap.

This procedure is a derogation from the information procedure laid down in Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on information society services(7).
