EU geopolitical, economic and security interests are directly affected by continuing instability. The Israeli-Palestinian conflict and other conflicts in the Middle East, the South Caucasus, the Republic of Moldova and Western Sahara continue to affect sizeable populations, feed radicalisation, drain considerable local and international resources, and act as powerful impediments to reform.

3. Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Israeli-Arab conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls on the EU to devise a positive incentives package for both the Palestinians and the Israelis, to be implemented by all parties, including regional actors such as the League of Arab States, at the start of the negotiations, as the sole means of successfully creating the necessary positive atmosphere in which the peace process between Israel and the Palestinian Authority can be relaunched and trust be rebuilt; urges all the EU institutions and Member States, for that reason, to encourage trade, cultural, scientific, energy, water and economic relations between Israel and its neighbours in the region, including trilateral trade between Member States, Israel and the Palestinian Authority;
3. verheugt zich over de positieve rol die de EU wenst te spelen en de noodzakelijke ondersteuning die zij wil bieden om de oplossing van het Israëlisch-Palestijns conflict en het grotere Israëlisch-Arabisch conflict met vreedzame en constructieve middelen te vergemakkelijken, wat de EU-belangen op het gebied van veiligheid, stabiliteit en voorspoed in het Midden-Oosten dient; vraagt dat de EU een reeks positieve stimulansen uitwerkt voor zowel Palestijnen als Israëli's, die alle partijen – inclusief regionale actoren zoals de Liga van Arabische Staten – bij het begin van de onderhandelingen moeten uitvoeren, aangezien dit de enige mogelijke manier is om de positieve sfeer te creëren die noodzakelijk is om het vredesproces tussen Israël en de Palestijnse Autoriteit weer op te starten en opnieuw voor wederzijds vertrouwen te zorgen; vraagt alle instellingen en lidstaten van de EU daarom de betrekkingen tussen Israël en zijn buren in de regio op het vlak van handel, cultuur, wetenschap, energie, water en economie alsook de trilaterale handelsbetrekkingen tussen de lidstaten, Israël en de Palestijnse Autoriteit aan te moedigen;

Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Arab-Israeli conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls, however, for a fresh EU approach that genuinely serves the interests of peace and security of both Israelis and Palestinians; welcomes the personal commitment of the VP/HR and the appointment of the new EU Special Representative for the Middle East peace process, and supports their efforts in this regard;

Expresses its deep concern over the mounting tensions between Israelis and Palestinians; condemns in the strongest terms all acts of terrorism or violence against innocent Israeli and Palestinian citizens – including the attack at the Har Nof synagogue which killed five people on 18 November 2014 and the recurrent violent clashes in the Haram-al-Sharif / Temple Mount area – and extends its condolences to the families of the victims; warns about the risks of a further escalation of violence involving holy sites, which could transform the Israeli-Palestinian conflict into a religious conflict; calls for a de-escalation of the situation and stresses once more that non-violent means are the only way to achieve a just and lasting peace between Israelis and Palestinians; emphasises that any violent action can only fuel extremism on both sides;

Underlines that a genuine solution to the current crisis can only be found through honest negotiations, the withdrawal of Israel from the territories occupied since 1967 and a final, just and lasting solution to the Israeli-Palestinian conflict which can only be the two-state solution - the establishment of a Palestinian State on the basis of the 1967 borders, with East Jerusalem as its capital, and a comprehensive settlement for all the Palestinian refugees on the basis of UN General Assembly Resolution 194;

Stresses that the issue of Palestinian prisoners has a major impact on both Palestinian society and the Israeli-Palestinian conflict and considers that, in this context, a substantial release of Palestinian prisoners, as well as the immediate release of the imprisoned members of the Palestinian Legislative Council including Marwan Barghouti, could be a positive step towards establishing the climate of mutual trust needed to make substantial progress in the peace negotiations;

The Council recalled the urgent need to make progress towards a comprehensive settlement to the Arab-Israeli conflict, based on relevant UN Security Council resolutions and the Roadmap, and with a negotiated two-state solution to the Israeli-Palestinian conflict at its core.

7. In line with their declared intentions and recalling President Abbas' commitment to a platform of peace, the Council called for an early engagement between the Israeli Prime Minister and the President of the Palestinian Authority in view of the urgent need to relaunch the process towards a negotiated settlement of the Israeli-Palestinian conflict leading to an independent, democratic, and viable Palestinian State living side by side in peace and security with Israel and its other neighbours.
7. providing an active and efficient contribution from the European Union to actions and initiatives leading to a final settlement of the Israeli-Palestinian conflict and of the Israeli-Syrian and Israeli-Lebanese conflict;

[8] There is an urgent need to place compliance with universal human rights standards and humanitarian law by all parties involved in the Israeli/Palestinian conflict as a central factor in the efforts to put the Middle East peace process back on track.
