The new proposal further extends the scope of the Directive by introducing additional requirements which apply for instance to health screening programmes, practices involving high doses, the exposure of pregnant and breastfeeding women, the exposure of helping persons and of volunteers, etc. Upon adoption of the proposal Mrs. Bjerregaard said: "Around the end of the last century the benefits of ionizing radiation were first exploited in the use of x-rays for medical diagnosis.
Het nieuwe voorstel breidt de doelstellingen van de richtlijn uit door de invoering van aanvullende bepalingen die bijvoorbeeld van toepassing zijn op programma's voor gezondheidscontrole, technieken waarbij hoge doses worden gebruikt, blootstelling van zwangere en zogende vrouwen, blootstelling van helpers en vrijwilligers, enz. Na de goedkeuring van het voorstel zei mevrouw Bjerregaard: Aan het einde van de vorige eeuw werden de voordelen van ioniserende straling voor het eerst benut door het gebruik van röntgenstraling bij de medische diagnose.
