1. Subject to the entry into force of the implementing measures to this Regulation, Member States may provide for financial incentives that apply to motor vehicles in series production, which comply with this Regulation and its implementing measures.
1. Afhankelijk van de inwerkingtreding van de uitvoeringsmaatregelen bij deze verordening kunnen de lidstaten voorzien in financiële stimulansen voor in serie geproduceerde motorvoertuigen die aan deze verordening en de maatregelen ter uitvoering ervan voldoen.

Calls on the Commission to fully apply better regulation principles and therefore to carry out a thorough assessment of the impact of future Community legislation on motor vehicles, in line with the recommendations of CARS 21, thus ensuring legal certainty and predictability in the automotive sector;

In line with this recommendation, the Commission should continue to support the development of internationally harmonised requirements for motor vehicles under the auspices of UNECE.
Overeenkomstig deze aanbeveling moet de Commissie de opstelling van internationaal geharmoniseerde voorschriften voor motorvoertuigen onder auspiciën van de UNECE blijven steunen.

A review should be carried out to establish, in the light of progress in potential containment of emissions from, or replacement of, fluorinated greenhouse gases in such systems, whether this Directive should be extended to other categories of motor vehicle and whether the provisions concerning the global warming potential of these gases should be amended, taking account of technological and scientific developments and the need to respect industrial product planning timescales.
Er dient te worden nagegaan of, in het licht van de vorderingen betreffende de eventuele insluiting van de emissie afkomstig van gefluoreerde broeikasgassen of betreffende de vervanging van deze gassen in dergelijke systemen, deze richtlijn moet worden uitgebreid tot andere categorieën motorvoertuigen en of de bepalingen betreffende het aardopwarmingsvermogen moeten worden gewijzigd, rekening houdend met technologische en wetenschappelijke ontwikkelingen, alsook met de noodzaak om de industriële productplanningstermijnen te eerbiedigen.

Some 15 million motor vehicles come off the production lines in the EU every year, and the motor industry is one of the most important business sectors in Europe, creating jobs, encouraging innovation and vital in terms of our competitiveness.

(4) Certain categories of noise emissions from products are already covered by Community legislation, such as Council Directive 70/157/EEC of 6 February 1970 on the approximation of the laws of the Member States relating to the permissible sound level and the exhaust system of motor vehicles(6), Council Directive 77/311/EEC of 29 March 1977 on the approximation of the laws of the Member States relating to the driver-perceived noise level of wheeled agricultural or forestry tractors(7), Council Directive 80/51/EEC of 20 December 1979 on the limitation of noise emissions from subsonic aircraft(8) and its complementary directives, Council Directive 92/61/EEC of 30 June 1992 relating to the type-approval of two or three-wheel motor vehicles(9) and Directive 2000/14/EC of the European Parliament and of the Council of 8 May 2000 on the approximation of the laws of the Member States relating to the noise emission in the environment by equipment for use outdoors(10).

(q) "Original spare parts" are spare parts which are produced by the manufacturer of the components which are or were used for the assembly of the new motor vehicle and which are manufactured on the same production line as these components.
