It addresses the wider aspects of that issue in terms of three priority subjects: - Coordination within and between the Member States - where national coordinators and COREPER will all have important roles to play; - The European Monitoring Centre for Drugs and Drug Addiction - which will be able to contribute to the political decision making process through the important information and analysis role it will perform in conjunction with its associated network of national centres (REITOX); - Multi-disciplinary issues - information, research, training are identified as priority issues and possibilities for improving coherence in their treatment discussed.

In order to achieve improved coordination, the Council recommends action along the following lines: - at the global level, initiatives to further the creation of a broadly agreed international planning strategy and information systems taking account of all major international actors involved in this field, while recognizing the important role of the Department of Humanitarian Affairs of the United Nations Secretariat (UN-DHA) as the focal point in the United Nations for coordinating de-mining and related issues, - at the Community level, the creation of a specific framework for coordination of development aspects of the APL question, which should be based on the following elements: = the development of a GIS (Geographical Information System) database which will provide a mechanism for collating and exchanging mine information and will enhance planning and coordination between the Commission, Member States, and the international community, including, in particular, the UN-DHA, = in-country coordination between Commission Delegations, Member States Representations, host nation authorities and all relevant agencies, fully respecting the mandates of competent international organizations, = appropriate networking and consultation between Member States and the Commission using the above management tools, = testing of these operational coordination mechanisms on a pilot basis.
7. Om de coördinatie te verbeteren stelt de Raad voor de volgende acties te ondernemen : - wereldwijde initiatieven ten einde voortgang te boeken bij het uitwerken van een internationale planningsstrategie waarover in ruime mate overeenstemming bestaat en van informatiesystemen waarbij de internationale actoren op dit gebied betrokken zijn en waarin wordt erkend dat de Afdeling Humanitaire Aangelegenheden van het Secretariaat-Generaal van de VN (UN-DHA) een belangrijke rol vervult als centrum binnen de Verenigde Naties voor de coördinatie van mijnopruimingsvraagstukken en daarmee verband houdende problemen, - het instellen, op communautair niveau, van een specifiek kader voor de coördinatie van de ontwikkelingsaspecten van de APM-problematiek, uitgaande van de volgende punten : = ontwikkeling van een GIS (Geografisch Informatiesysteem)-databank met behulp waarvan gegevens over mijnen kunnen worden verzameld en uitgewisseld en waarmee de planning en de coördinatie tussen de Commissie, de Lid-Staten en de internationale gemeenschap, en in het bijzonder de UN-DHA, kunnen worden verbeterd, = coördinatie in het land zelf tussen de delegaties van de Commissie, de vertegenwoordigingen van de Lid-Staten, de autoriteiten van het gastland en alle organisaties ter zake, waarbij de mandaten van de bevoegde internationale organisaties volledig in acht worden genomen, = adequaat gebruik van netwerken alsmede overleg tussen de Lid-Staten en de Commissie met de hierboven genoemde hulpmiddelen, = deze operationele coördinatiemechanismen moeten in een proefproject worden getest.
