* Europe should contribute to technical assistance, capacity-building and technology transfer to allow developing countries to participate in negotiating and implementing international agreements and standards, notably on risk governance, and to safely develop and apply these new technologies if they so wish.

4. Globalisation is resulting in stiffer competition on account of the greater integration of markets, whether in the form of the internationalisation of financial markets, the growth of trade and direct investment or the rising number of inter-company co-operation agreements, etc. The transition to a knowledge-based economy and the promotion of the use of new technologies in regional economies as a whole are, therefore, becoming priorities.
4. De mondialisering leidt tot heviger concurrentie als gevolg van de sterkere integratie van de markten, ongeacht of het daarbij gaat om de mondialisering van de financiële markten, de uitbreiding van het handelsverkeer en van de rechtstreekse investeringen, de toeneming van het aantal samenwerkingsakkoorden tussen ondernemingen, enz. De overgang naar een kenniseconomie en de bevordering van het gebruik van de nieuwe technologieën in alle regionale economieën worden derhalve prioritaire doelstellingen.

Action: promote energy efficiency at EU level on the basis of the forthcoming action plan, encourage EU actions, including voluntary agreements; support research, demonstration and market introduction of new technologies such as optimisation of engines, intelligent vehicle energy management systems or alternative fuels, such as advanced biofuels and hydrogen or fuel cells or hybrid propulsion; launch user awareness actions on smarter and cleaner vehicles and a major future-oriented programme for green propulsion and energy efficiency in transport.

Downstream from the research and demonstration stages, the EU will stimulate environmentally friendly innovation by creating the conditions to bring mature new technologies to the market through standard setting and regulation (e.g. successive EURO norms for road vehicles, improved tyres), promotion of clean vehicles on the basis of public procurement (e.g. of buses), fiscal instruments [26] (e.g. unleaded petrol) and state aids, agreed targets (e.g. the 5.75% biofuels target for 2010, the voluntary agreement with the automotive industry to lower CO2 emissions to 140g/km by 2008 and to 120 g/km by 2012 in line with the EU strategy on CO2 emissions), or international greenhouse gas emissions reduction targets), user awareness (e.g. energy labelling; consumer and user behaviour campaigns), and coordinated action in other policy areas to release synergies (e.g. agro-industrial policy on biofuels), stimulation of investment in distribution infrastructure for alternative fuels.

(10) Exclusive licensing agreements, i.e. agreements in which the licensor undertakes not to exploit the licensed technology in the licensed territory himself or to grant further licences there, may not be in themselves incompatible with Article 85 (1) where they are concerned with the introduction and protection of a new technology in the licensed territory, by reason of the scale of the research which has been undertaken, of the increase in the level of competition, in particular inter-brand competition, and of the competitiveness of the undertakings concerned resulting from the dissemination of innovation within the Community.
