Behalve de wijziging van de Phare-verordening inzake grensoverschrijdende samenwerking zetten de herziene Phare-richtsnoeren de bakens uit voor transnationale en interregionale samenwerking enerzijds en samenwerking met niet-EU- en niet-kandidaat-landen anderzijds: de 10 Phare-landen worden aangemoedigd om met de middelen uit hun nationale Phare-programma’s activiteiten met een grensoverschrijdend karakter aan hun buitengrenzen te ondersteunen om zo potentiële scheidslijnen aan de toekomstige grens van de Unie te overbruggen.

Besides the amendment to the Phare CBC Regulation (EC) No. 2760/98 (see 2.4.), the revised Phare Guidelines convey two important messages related to co-operation with non-EU, non-candidate countries and transnational and inter-regional co-operation. Namely, candidate countries have been encouraged to make use of their Phare National Programme funds to support actions of a cross-border nature at their external borders, thus addressing potential new dividing lines on the future border of the Union. Moreover, candidate countries have also been invited to continue to use their Phare National Programme funds in order to fund their participation in Interreg III B (transnational) or Interreg III C (inter-regional) programmes.
Naast de wijziging van de Phare-CBC-Verordening (EG) nr. 2760/98 (zie 2.4.) bevatten de herziene Phare-richtsnoeren twee belangrijke boodschappen met betrekking tot de samenwerking met niet-EU-, niet-kandidaat-lidstaten en transnationale en interregionale samenwerking: kandidaat-lidstaten zijn aangemoedigd om gebruik te maken van hun middelen in het kader van hun nationale Phare-programma's ter ondersteuning van acties van grensoverschrijdende aard aan hun buitengrenzen, en zodoende potentiële nieuwe scheidslijnen aan de toekomstige grens van de Unie aan te pakken; kandidaat-lidstaten zijn bovendien verzocht het gebruik van hun middelen in het kader van hun nationale Phare-programma's voort te zetten teneinde hun deelname te financieren aan Interreg III B- (transnationaal) of Interreg III C- (interregionaal) programma's.

In order to avoid possible overlaps between operations receiving support from SAPARD or PHARE (in particular PHARE Economic Social Cohesion and PHARE Cross-Border Co-operation), appropriate provisions are being included in relevant programming documents and agreements:
Om mogelijke overlapping tussen werkzaamheden die Sapard-steun of Phare-steun ontvangen tegen te gaan (met name de Phare-programma's voor economische en sociale cohesie en voor grensoverschrijdende samenwerking), worden er passende voorschriften opgenomen in de desbetreffende programmeringsdocumenten en overeenkomsten.
