In order to ensure uniform conditions for the implementation of the provisions of this Regulation concerning model forms for the information to be provided by Member States to the public on the list of recognised breed societies and breeding operations, the methods for the verification of the identity of purebred breeding animals, the performance testing and genetic evaluation, the designation of European Union reference centres, the model forms of the single lifetime identification document for equidae, the models for zootechnical certificates accompanying breeding animals and their germinal products, the recognition of equivalence of measures applied in third countries, serious disruptions in the control system of a Member State and the establishment of special measures regarding the entry into the Union of breeding animals and their germinal products, implementing powers should be conferred on the Commission.
Om eenvormige voorwaarden te waarborgen voor de uitvoering van de bepalingen van deze verordening betreffende modelformulieren voor de informatie die door de lidstaten openbaar moet worden gemaakt op de lijst van erkende stamboekverenigingen en fokkerijgroeperingen, de methoden voor de verificatie van de identiteit van raszuivere fokdieren, het prestatieonderzoek en de genetische evaluatie, de aanwijzing van referentiecentra van de Europese Unie, de modelformulieren voor het unieke, levenslang geldige identificatiedocument voor paardachtigen, de modellen voor zoötechnische certificaten die fokdieren en levende producten daarvan vergezellen, de erkenning van de gelijkwaardigheid van in derde landen toegepaste maatregelen, ernstige verstoringen van het controlesysteem van een lidstaat en de vaststelling van bijzondere maatregelen met betrekking tot de binnenkomst in de Unie van fokdieren en levende producten daarvan, moeten aan de Commissie uitvoeringsbevoegdheden worden toegekend.

Calls on the Commission to encourage portability and interoperability in order to stimulate the free circulation of legally acquired, and legally made available, content or services throughout the whole EU, as well as the accessibility and cross-border functionality of subscriptions, while respecting that some economic models are based on the territoriality of rights in Europe, particularly regarding the financing of audiovisual productions and especially pre-funded film productions, which allows for strong cultural diversity; stresses that there is no contradiction between the principle of territoriality and measures to promote portability of content; believes that pan-European licenses should remain an option, should be introduced on a voluntary basis and preceded by an impact evaluation; stresses that such licenses cannot replace territoriality and that funding models for audio-visual works are based on national licensing models tailored for the national markets’ characteristics; calls, with regard to Article 118 TFEU, for EU-wide rights management to be developed further and made more attractive;
25. verzoekt de Commissie overdraagbaarheid en interoperabiliteit aan te moedigen teneinde het vrije verkeer van legaal verkregen en legaal beschikbaar gestelde inhoud of diensten in de hele EU te stimuleren, evenals de toegankelijkheid en grensoverschrijdende geldigheid van abonnementen, met eerbiediging van het feit dat sommige economische modellen berusten op de territorialiteit van rechten in Europa, met name waar het gaat om de financiering van audiovisuele producties en vooral voorgefinancierde filmproducties, hetgeen een grote culturele verscheidenheid mogelijk maakt; benadrukt dat er geen sprake is van tegenstrijdigheid tussen het territorialiteitsbeginsel en maatregelen ter bevordering van de overdraagbaarheid van inhoud; is van mening dat pan-Europese licenties een optie moeten blijven, op vrijwillige basis moeten worden ingevoerd en voorafgegaan moeten worden door een effectbeoordeling; benadrukt dat dergelijke licenties de territorialiteit niet kunnen vervangen en dat financieringsmodellen voor audiovisuele producties gebaseerd zijn op nationale licentiemodellen die zijn toegesneden op de kenmerken van de nationale markt; dringt er met betrekking tot artikel 188 VWEU op aan het EU-brede beheer van rechten verder te ontwikkelen en tevens aantrekkelijker te maken;

Welcomes a paradigm shift for the regions in the way energy is produced and consumed, moving from an inflexible traditional model, which functions on a ‘base load logic’, to variable, decentralised and local production, integrating a high share of small-scale renewable energy with flexible and responsive demand and distributed storage; recognises that in order to preserve sustainable development and to meet the requirements of future demands, new models of energy production and consumption based on decentralised and local production should be promoted; stresses the fact that a smart grid is essential for such a paradigm shift and that smart grid implementation should be embedded in a cross-sectoral and comprehensive approach to regional development in order to maximise benefits and market opportunities for the regions as well as to achieve sustainability, growth and innovation;

N. whereas the EU farming and food sector can become more competitive at the global level if it is able to promote European food diversity and the European model of production, which is subject to high standards as regards quality, safety, animal welfare, environmental sustainability, etc., thus encouraging other farming powers to adopt this model with a view to establishing equitable production conditions and fair commercial competitiveness;
