EMPHASISES the importance of the Standing Committee's advisory role; CONSIDERS that the Standing Committee should assist the COP in providing guidance with respect to the financial mechanism of the Convention aiming at improving coherence, encourage synergies and coordination in the delivery of international climate change financing; in this context, the Standing Committee should review the distribution of climate finance, identify finance gaps and provide a regular overview of climate financing provided to developing countries. In this context PROPOSES that the UNFCCC Secretariat should support the Standing Committee’s work, and regularly collate comprehensive information on both public and private climate finance flows".

The Commission is to adopt the measures implementing this Regulation for ensuring the transparency and clarifying the provisions applicable to the management of operational programmes as regards the categorisation of expenditure, financial engineering, management and control, electronic exchange of data and publicity after obtaining the opinion of the Coordination Committee of the Funds acting as a management committee. It is appropriate that the Commission publishes the list of eligible areas for the European territorial cooperation objective in application of the criteria set out in this Regulation, the indicative guidelines on the cost-benefit analysis necessary for the preparation and submission of major projects and for revenue generating projects, the indicative guidelines on evaluation and the list of actions eligible under technical assistance at the initiative of the Commission after consultation of the Coordination Committee of the Funds acting as a consultative committee,

Article 8(5) of the Regulation provides that “the coordinator shall also take into account additional rules and guidelines established by the air transport industry world-wide or Community-wide as well as local guidelines proposed by the coordination committee and approved by the Member State or any other competent body responsible for the airport in question, provided that such rules and guidelines do not affect the independent status of the coordinator, comply with Community law and aim at improving the efficient use of airport capacity.
In artikel 8, lid 5, van de verordening is bepaald dat de coördinator tevens rekening houdt met de wereldwijd of in de gehele Gemeenschap door de luchtvaartsector opgestelde aanvullende regels en richtsnoeren en met de door het coördinatiecomité voorgestelde lokale richtsnoeren die door de voor de luchthaven in kwestie verantwoordelijke lidstaat of een andere bevoegde instantie zijn goedgekeurd, mits deze regels en richtsnoeren geen afbreuk doen aan de onafhankelijkheid van de coördinator, stroken met het Gemeenschapsrecht en tot doel hebben de luchthavencapaciteit efficiënter te benutten.

5. The coordinator shall also take into account additional rules and guidelines established by the air transport industry world-wide or Community-wide as well as local guidelines proposed by the coordination committee and approved by the Member State or any other competent body responsible for the airport in question, provided that such rules and guidelines do not affect the independent status of the coordinator, comply with Community law and aim at improving the efficient use of airport capacity.
5. De coördinator houdt tevens rekening met de wereldwijd of in de gehele Gemeenschap door de luchtvaartsector opgestelde aanvullende regels en richtsnoeren en met de door het coördinatiecomité voorgestelde lokale richtsnoeren die door de voor de luchthaven in kwestie verantwoordelijke lidstaat of een andere bevoegde instantie zijn goedgekeurd, mits deze regels en richtsnoeren geen afbreuk doen aan de onafhankelijkheid van de coördinator, stroken met het gemeenschapsrecht en tot doel hebben de luchthavencapaciteit efficiënter te benutten.

At its plenary session of 24 and 25 January, the European Economic and Social Committee adopted - by 77 votes to one - an opinion on the Proposal for a Regulation of the European Parliament and of the Council concerning the granting of aid for the coordination of transport by rail, road and inland waterway. The rapporteur was Mr Dethmer H. Kielman.
