In order to enable investors to compare ratings on the same entity issued by different credit rating agencies it is necessary that credit rating agencies use a harmonised rating scale, to be developed by ESMA in cooperation with EBA and the European Supervisory Authority (European Insurance and Occupational Pensions Authority) (EIOPA) and adopted by the Commission as a regulatory technical standard.
