Calls on the VP/HR to identify the risks to peace and security in the region as well as globally should armed conflict arise in the East and South China Seas, in line with the priorities set forth in the European Maritime Security Strategy, what risks this would entail for the freedom and safety of navigation in the region, and what risks exist there to specific European interests; considers that since other actors (notably Australia) are already significantly active politically in the Pacific, the EU should rely on bilateral and multilateral cooperation in order to effectively contribute to security in the region;

C. whereas the EU is the second leading donor in this region after Australia, channelling its assistance through the European Development Fund (EDF), and whereas despite fisheries resources being the main source of wealth of the Pacific ACP countries and the only resource common to them all, and although the countries of the Western and Central Pacific have repeatedly expressed their intention to make tuna fishing the driver for the social and economic development of the region, only 2,3 % of assistance under the 10th EDF is devoted to fisheries-related activities;

K. whereas, in the context of the action plan for a wider neighbourhood (and, therefore, of the cohesion policy objective 'European territorial cooperation'), and, additionally, of the European Union's new neighbourhood policy, it is necessary to promote not only the integration of the outermost regions within their respective geographic areas, but also their socio-economic and cultural links with countries with emigrant communities from those regions or with which those regions have traditional ties (e.g. Venezuela, Brazil, the United States, South Africa, Canada and Australia),

Parliament likewise takes the view that the wider neighbourhood action plan (and hence the ‘European Territorial Cooperation’ objective of cohesion policy) and indeed the Union’s New Neighbourhood policy should be used not only to foster integration of the outermost regions into the surrounding geographical areas, but also to forge socio-economic and cultural ties with countries where there are emigrant communities from outermost regions or to which outermost regions are linked by traditional bonds (Venezuela, Brazil, the United States, South Africa, Canada, and Australia are among the countries in this category), as this would be in the interest of both sides.
