The European Union has issued a directive aimed at ensuring the safety of nuclear installations (nuclear power stations, enrichment and reprocessing plants, etc.).

We proposed to the Council that the safety of all the nuclear power stations in the EU should be investigated on the basis of a comprehensive risk and safety evaluation and the Council reached a decision on this at the end of March. The European Nuclear Safety Regulators Group (ENSREG) and the Commission were asked to draw up the criteria, the methodology and the timeframe for carrying out the stress tests.

But at the same time I shall also be working to ensure that this money, which we would then be paying – and this still depends on the financial perspective – is actually used to benefit the safety of the public in Slovakia and elsewhere in the EU. I will very definitely oppose companies like Slovenské Elektrárne or ENEL in Italy using this money to build new nuclear power stations.

31. Stresses the importance of high safety standards at nuclear power stations and agrees that nuclear reactors must be closed down if safety requirements are not met; welcomes the substantial investments made to improve safety at Kozloduy nuclear power plant; considers that the Council and Commission should study the report on the Council's Peer Review of safety, performed on 16-19 November 2003 at Kozloduy 3 and 4; calls on Bulgaria to respect its commitments on nuclear safety, notably as regards closure commitments for Kozloduy nuclear power plant and expects the Council and the Commission to consider possible further financial assistance in support of the closure and decommissioning of the units concerned; calls for steps to be taken to ensure the maintenance and development of energy resources so that Bulgaria can meet her future needs;
31. onderstreept het belang van hoge veiligheidsnormen in kerncentrales en is het ermee eens dat kerncentrales gesloten moeten worden indien de veiligheidsvereisten niet worden nageleefd; verwelkomt de forse investeringen ter verbetering van het veiligheidsniveau in de kerncentrale van Kozlodoej; vindt dat de Raad en de Commissie zich moeten buigen over het verslag van de veiligheidsevaluatie door deskundigen, die op 16-19 november 2003 in Kozlodoej 3 en 4 is uitgevoerd; dringt er bij Bulgarije op aan zijn toezeggingen op het gebied van de nucleaire veiligheid na te komen, vooral wat betreft zijn toezegging om de kerncentrale van Kozlodoej te sluiten en verwacht van de Raad en de Commissie dat zij overwegen verdere financiële steun te verlenen voor de sluiting en buitengebruikstelling van de betrokken eenheden; vraagt dat stappen worden ondernomen om het behoud en de ontwikkeling van energiebronnen te waarborgen zodat Bulgarije kan voldoen aan zijn toekomstige behoeften;

We may well know where we would like depositories to be, but we will not have them for another twenty years, so the building of new nuclear power stations is simply not acceptable. Funding should be given solely to projects to improve nuclear safety and to decommission installations, and not, as the Commission proposal envisages, to plant already in use.
Alleen projecten ter verbetering van de nucleaire veiligheid en ontmantelingsprojecten zouden mogen worden gefinancierd, en niet installaties die in bedrijf zijn, zoals de Commissie blijkens de tekst wil.

For some, nuclear power is unacceptable because the risks are too great and thus decisions to close nuclear power stations should be taken immediately.

Nuclear power stations in the European Union have the highest safety standards in the world, and a candidate country that wants to commission a new nuclear power station must, of course, comply with those standards.
