4. The Commission shall make available to the national competent authorities through the EWRS any information that may be useful for coordinating the response referred to in Article 11, including information related to serious cross-border threats to health and public health measures related to serious cross-border threats to health transmitted through rapid alert and information systems established under other provisions of Union law or the Euratom Treaty.
4. 2. This Decision aims to support cooperation and coordination between the Member States in order to improve the prevention and control of the spread of severe human diseases across the borders of the Member States, and to combat other serious cross-border threats to health in order to contribute to a high level of public health protection in the Union.
2. Dit besluit beoogt de samenwerking en coördinatie tussen de lidstaten te ondersteunen teneinde de preventie en beheersing van de verspreiding van ernstige ziekten bij de mens over de grenzen van de lidstaten heen te verbeteren en andere ernstige grensoverschrijdende bedreigingen van de gezondheid te bestrijden, teneinde bij te dragen aan een hoog niveau van bescherming van de volksgezondheid in de Unie.

(20) The power to adopt acts in accordance with Article 290 of the Treaty on the functioning of the European Union should be delegated to the Commission in respect of the adoption of the procedures for the coordination, the exchange of information and the mutual consultation on preparedness and response planning, the adoption of case definitions for serious cross-border threats to health, the adoption of procedures for the operation of the Early Warning and Response System, the adoption of procedures for the coordination of responses of Member States following an alert notification and the adoption of measures needed to complement the action of the Member States, in very specific and urgent situations, for the transnational aspects of the control of serious cross-border threats to health.
(20) Aan de Commissie moet de bevoegdheid worden gedelegeerd om overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie handelingen vast te stellen voor de goedkeuring van coördinatieprocedures, procedures voor de uitwisseling van informatie en procedures voor wederzijdse raadpleging op het gebied van paraatheids- en reactieplanning, de vaststelling van gevalsdefinities voor ernstige grensoverschrijdende bedreigingen van de gezondheid, de goedkeuring van procedures voor de werking van het systeem voor vroegtijdige waarschuwing en respons, de goedkeuring van coördinatieprocedures voor de respons van lidstaten na een snelle waarschuwing en de goedkeuring van maatregelen die nodig zijn ter aanvulling van het optreden van de lidstaten in zeer specifieke en urgente situaties, voor de grensoverschrijdende aspecten van de bestrijding van ernstige grensoverschrijdende bedreigingen van de gezondheid.

(13) In order to ensure that the assessment of risks to public health at the Union level from serious cross-border threats to health is consistent as well as comprehensive from a public health perspective, the available scientific expertise should be mobilised in a coordinated manner, through appropriate channels or structures depending on the type of threat concerned.
