12. verzoekt de Commissie concrete maatregelen voor te stellen, zoals keurmerken voor veilige en schone recyclingfaciliteiten, om de overdracht van kennis en technologie te bevorderen en zo de sloopwerven in Zuid-Azië te helpen bij de naleving van internationale veiligheids- en milieunormen, in het bijzonder de normen die met het Verdrag inzake recycling van schepen van kracht zullen worden; meent dat ook rekening met deze doelstelling moet worden gehouden in het bredere kader van het EU-beleid voor ontwikkelingssteun aan de landen waar schepen ontmanteld worden;

Stresses that the Ship Recycling Convention, once adopted in Hong Kong in May 2009, will have to be evaluated with regard to a level of control equivalent to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, which is incorporated into the European Waste Shipments Regulation;

In order to improve the current unacceptable situation as quickly as possible, it is thus crucial that key elements of the envisaged Ship Recycling Convention, such as the surveys and certificates for an Inventory of Hazardous Materials on board ships and for making ships “ready for recycling”, the major requirements for ship recycling facilities and the rules on reporting and communication of information, are taken up as soon as possible after adoption of the Convention.
Om zo snel mogelijk een einde te maken aan de huidige wantoestand, is het essentieel dat belangrijke elementen van het geplande verdrag inzake scheepsrecycling, zoals het toezicht en de certificaten voor de inventaris van gevaarlijke stoffen aan boord van schepen en betreffende de voorbereiding van het schip voor recycling, de belangrijkste normen voor scheepsrecyclingbedrijven en de regels inzake verslaglegging en kennisgeving, zo snel mogelijk na de goedkeuring van het verdrag worden ingevoerd.

The future international Ship Recycling Convention will rely in particular on a system of surveys and certificates for ships and on authorisations for ship recycling facilities granted by the competent authorities of recycling states.
De pijlers van het toekomstige internationaal verdrag inzake scheepsrecycling zijn enerzijds een systeem van toezicht en certificaten voor schepen en anderzijds de door de autoriteiten van recyclinglanden aan scheepsrecycling verleende vergunningen.

- To further assess the feasibility of developing a certification and audit scheme for ship recycling facilities worldwide and, based on the current discussions of the Ship Recycling Convention, evaluate how it can be ensured that a maximum number of ships, including ships flying the flags of Member States go for dismantling to facilities certified and audited under this scheme.
- Verder onderzoek doen naar de haalbaarheid van een wereldwijde certificerings- en auditregeling voor scheepsrecyclingbedrijven en, op basis van de onderhandelingen over het scheepsrecyclingverdrag, nagaan hoe ervoor kan worden gezorgd dat zoveel mogelijk schepen, waaronder schepen die onder de vlag van een lidstaat varen, naar werven worden gebracht die onder deze certificerings- en auditregeling vallen.

Taking into account the developments at international level, this scheme would build on the provisions of the forthcoming Ship Recycling Convention and on the planned specific ISO standard 30001 for ship recycling facilities and would include a system of quality levels.
Gelet op de internationale ontwikkelingen, zou de regeling worden gebaseerd op de bepalingen van het geplande scheepsrecyclingverdrag en op de geplande specifieke ISO 30001-norm voor scheepsrecyclingbedrijven en een aantal kwaliteitsniveaus omvatten.
