(5) Overwegende dat het voor wat betreft de aspecten van de milieubescherming, namelijk de luchtvervuiling en de geluidshinder, noodzakelijk is ernaar te streven het milieu permanent te verbeteren; dat hiertoe de vastgestelde grenswaarden voor verontreinigende stoffen en het geluidsniveau, die zo spoedig mogelijk moeten worden toegepast, in een later stadium moeten worden aangescherpt; dat deze aanscherping in een later stadium alleen kan worden vastgesteld aan de hand van uit te voeren of voort te zetten studies en onderzoek naar beschikbare of denkbare technologische mogelijkheden en aan de hand van analyses van de kosten-batenverhouding daarvan om een productie op industriële schaal van voertuigen die aan de strengere grenswaarden kunnen voldoen, mogelijk te maken; dat de beslissing voor deze aanscherping in een later stadium minstens drie jaar vóór de datum van vankrachtwording door het Europees Parlement en de Raad moet worden genomen om de industrie in de gelegenheid te stellen de noodzakelijke maatregelen te nemen zodat hun productie op de vastgestelde datum kan voldoen aan de nieuwe communautaire bepalingen; dat het besluit van het Europees Parlement en de Raad gebaseerd moet zijn op voorstellen die de Commissie te zijner tijd zal voorleggen;
