(7a) The equipping of vehicles of existing types to be manufactured after October 2015 with the 112-based eCall in-vehicle system should be promoted in order to increase penetration. In respect of types of vehicles type-approved before 1 October 2015, an eCall system may be retrofitted on a voluntary basis.
(7 bis) Na oktober 2015 af te leveren bestaande voertuigtypes moeten zo spoedig mogelijk met het op 112 gebaseerde eCall-boordsysteem worden uitgerust om deze beter ingang te doen vinden. In voertuigtypes waarvan de typegoedkeuring dateert van vóór 1 oktober 2015, kan op vrijwillige basis een eCall-systeem worden ingebouwd.

3. Single-step type-approval shall consist of the approval of a vehicle as a whole by means of a single operation.

5. The approval authority shall, within one month of issuing the EU type-approval certificate, send to the approval authorities of the other Member States a copy of the EU vehicle type-approval certificate, together with the attachments, for each type of vehicle which it has approved by means of a common secure electronic exchange system.
5. 4. The type-approval for the final stage of completion shall only be granted after the approval authority has verified that the type approval(s) issued for the incomplete vehicle certify that the vehicle type approved at the final stage meets all technical requirements applicable at the time when and for the category of vehicle for which the type-approval for the completed vehicle is granted.

3. If the measures are considered to be insufficient by the authorities concerned or have not been implemented quickly enough, the approval authority shall withdraw the EC vehicle type-approval. In such cases, it shall notify the manufacturer, the approval authorities of the other Member States and the Commission by registered letter within 20 working days.
3. It does not apply to the approval of single vehicles except that Member States granting such approvals shall accept any type-approval of components and separate technical units granted under this Directive instead of under the relevant national requirements.
