4. is van oordeel dat de ontslagen bij First Solar Manufacturing GmbH, dat werkzaam is op het gebied van de productie van zonne-energie, verband houden met grote structurele veranderingen in de wereldhandelspatronen, het ontstaan van enorme overcapaciteiten bij de productie van zonnemodules in China en een wereldwijde daling van de vraag, hetgeen heeft geleid tot het instorten van de prijzen met ongeveer 40% in vergelijking met het voorafgaande jaar met tevens als gevolg de sluiting van twee fabrieken in 2013;

The investigation showed that the basic end uses are the same, as both monowafers and multiwafers are exclusively dedicated to the production of solar cells (mono and multi accordingly) and resulting in the production of solar modules (mono and multi accordingly).

The Commission further defined the relevant product markets for the assessment of point 68(a) of the RAG to be the markets for solar wafers, solar cells and solar modules, and defined the geographical market for the assessment as being worldwide.

Voor de beoordeling met het oog op punt 68, onder a, van de richtsnoeren regionale steun merkte de Commissie voorts de markten voor zonnewafers, zonnecellen en zonnemodules aan als de relevante productmarkt en de wereldwijde markt als de relevante geografische markt.
