This Directive should apply not only to future offshore oil and gas installations and operations but, subject to transitional arrangements, also to existing installations.

Welcomes the Commission’s proposal to extend the mandate of the European Marine Safety Agency (EMSA) to cases of marine pollution caused by sources other than vessels, notably by offshore oil and gas installations; considers that mobile and transport installations, as well as pipeline terminals, should be included; supports the Commission’s request that such new tasks be reflected in EMSA’s budget and staffing levels; considers that EMSA’s mandate could be further extended to provide independent third party auditing of environmental impact assessments and licensing of offshore oil and gas activities, as well as periodic inspections on operators;
29. is verheugd over het voorstel van de Commissie om in het mandaat van het Europees Agentschap voor maritieme veiligheid (EMSA) ook gevallen van mariene verontreiniging op te nemen die door andere bronnen dan vaartuigen worden veroorzaakt, met name offshore-installaties voor olie- en gaswinning; is van mening dat ook mobiele en transportinstallaties alsmede pijpleidingterminals hieronder moeten vallen; steunt het verzoek van de Commissie om de begroting en het personeelsbestand van EMSA op dergelijke nieuwe taken af te stemmen; is van oordeel dat het mandaat van het EMSA verder zou kunnen worden uitgebreid om te voorzien in toetsing van de milieueffectbeoordelingen en de vergunningverstrekking voor offshore-olie- en -gasactiviteiten, alsook periodieke inspecties van exploitanten, door onafhankelijke derden;
