9. Urges the Member States to meet their Treaty-based commitments to support the Union’s external relations and security policy actively and in a spirit of mutual solidarity and to comply, in conducting their own policies, with the Union’s action in this area; calls on the Member States to play a constructive role by promoting strategic policy coordination at EU level; stresses that the EU foreign policy can only be effective if the Member States are willing and able to formulate common policy lines, particularly within multilateral organisations, such as the United Nations;
9. dringt er bij de lidstaten op aan hun op het Verdrag gebaseerde verplichting na te komen om het buitenlands en veiligheidsbeleid van de Unie actief en in een geest van wederzijdse solidariteit te steunen en, bij de uitvoering van hun eigen beleid, het optreden van de Unie op dat gebied te eerbiedigen; vraagt aan de lidstaten om een constructieve rol te spelen door strategische beleidscoördinatie op EU-niveau te bevorderen; benadrukt dat het buitenlands beleid van de EU enkel doeltreffend kan zijn als de lidstaten bereid en in staat zijn om gemeenschappelijke beleidslijnen te formuleren, met name binnen multilaterale organisaties zoals de Verenigde Naties;

9. Urges the Member States to play a constructive role in the Union's foreign and security policy by promoting strategic policy coordination at the Union level, in particular through effective cooperation between their capitals and Brussels concerning the positions they adopt in multilateral fora, notably at the United Nations and within NATO; stresses the need, during a period characterised by economic constraints, to improve the Union's effectiveness as a cohesive global actor; notes in particular that the Member States have an important role to play in the development and effective implementation of the CSDP, not only by making available civilian and military capabilities, but also by ensuring the common financing of CSDP operations and strengthening the European industrial and technological base, and expects this role to be reinforced following the discussion on the future of European defence at the December 2013 European Council;
9. dringt er bij de lidstaten op aan een constructieve rol te vervullen in het buitenlands en veiligheidsbeleid van de Unie door de strategische beleidscoördinatie op het niveau van de Unie te bevorderen, met name door doeltreffende coördinatie tussen hun hoofdsteden en Brussel over de standpunten die zij innemen in multilaterale fora, met name de Verenigde Naties en de NAVO; onderstreept de noodzaak om, in tijden van economische beperkingen, de doeltreffendheid van de Unie als cohesiebevorderende speler op het wereldtoneel te verbeteren; stelt met name vast dat de lidstaten ook een belangrijke rol moeten vervullen bij de ontwikkeling en doeltreffende tenuitvoerlegging van het GVDB, niet alleen door civiele en militaire capaciteit ter beschikking te stellen, maar eveneens door de gemeenschappelijke financiering van GVDB-operaties te waarborgen en de Europese industriële en technologische basis te versterken, en verwacht dat deze rol zal worden versterkt na de discussie over de toekomst van de Europese defensie tijdens de bijeenkomst van de Europese Raad in december 2013;

6. Believes that with the Lisbon Treaty the EU has all the means necessary to adopt a comprehensive approach such as this, whereby all the Union‘s diplomatic and financial resources are used to back common strategic policy guidelines in order to have the greatest possible leverage in promoting the security and economic prosperity of European citizens and their neighbours, as well as fundamental rights; calls, in addition, for the further development of an appropriate mechanism in the EEAS, with the participation of the relevant Commission services, where geographic and thematic expertise are integrated and drive a comprehensive approach to policy planning, formulation and implementation;
6. is van mening dat de EU dankzij het Verdrag van Lissabon alle middelen heeft die nodig zijn om een dergelijke omvattende benadering te hanteren, waarin alle diplomatieke en financiële middelen van de Unie gebruikt worden om gezamenlijke strategische beleidsrichtsnoeren te ondersteunen, om op die manier een maximale invloed te kunnen uitoefenen bij de bevordering van de veiligheid en economische welvaart van Europese burgers en hun buren alsmede van de grondrechten; verzoekt daarnaast om binnen de EDEO, in samenspraak met de relevante diensten van de Commissie, verder te werken aan de ontwikkeling van een passend mechanisme waarin geografische en thematische deskundigheid worden gebundeld om de planning, ontwikkeling en tenuitvoerlegging van het beleid omvattend te kunnen benaderen;
