I am inspired by the excellent speech made by Mrs Hübner, the chair of our committee, and by an excellent report from Mr Theurer on the lessons from absorption capacity. I would therefore like to ask you, Commissioner, from the European perspective of the future funding cycle, how Romania, the country with the lowest absorption rate, can commit to a so-called administrative reform which has nothing to do with the regional reform, without there being any impact study, without at least going through the motions of consultations with the Directorate General for Regional Policy, which found out about this project in the press, and without having consultations with political actors, local actors and civil society, thereby jeopardising the whole project’s stability and predictability.

3. Calls on the Commission to include, in its analysis of food supply chain problems, the impact of new actors which specialise in modern forms of catering, in particular the mass catering sector; calls on the Commission to determine the market shares of those new actors across the European Union and to study the differences in market conduct between those actors and the traditional actors in the chain; calls on the Commission to publish a report and, where appropriate, propose measures to foster better compliance by that sector with European competition rules and with good commercial and contractual practices;

I know that some of my fellow Members dispute this. Yes, the observation of the planet must be assured in the long term so as to study its slow, dynamic variations and, in particular, those caused by the actions of man that affect the global climate, natural resources and biodiversity.
