Recalls the European Parliament’s initiative, under its 2008 budget, to support democracy-building with parliaments in third countries, and resolves to make use of it for capacity-building and technical assistance aimed at improving the ability of the Afghan Parliament to legislate and to monitor the executive branch, especially by upholding the rule of law and respect for human rights, and women’s rights in particular;

Considers that the system of home State taxation could, subject to the conclusion of bilateral or multilateral agreements among Member States dealing with all technical issues and establishing a mechanism for sharing the tax revenue among the different national tax administrations involved in order to avoid harmful tax competition, constitute a considerable simplification for the cross-border activities of SMEs; supports the Commission proposal for a pilot project based on this system, which will make it possible for SMEs to calculate the taxable revenue of the parent company and of all the branches and subsidiaries established in other Member States participating in the project by applying the tax rules in force in their home States;
17. is van mening dat belastingheffing volgens het stelsel van de thuisstaat grensoverschrijdende activiteiten van kleine en middelgrote ondernemingen veel gemakkelijker zou kunnen maken, vooropgesteld dat de lidstaten bilaterale of multilaterale overeenkomsten sluiten waarin alle technische zaken worden geregeld en die voorzien in een mechanisme voor de verdeling van de belastinginkomsten onder de belastingdiensten van de betrokken lidstaten teneinde schadelijke belastingconcurrentie te vermijden; steunt het voorstel van de Commissie voor een proef met dit stelsel, waarbij kleine en middelgrote ondernemingen het belastbare inkomen van het moederbedrijf en alle filialen en dochterondernemingen in andere lidstaten die deelnemen aan het project kunnen berekenen door toepassing van de belastingregels die gelden in hun thuisstaat;

Industrialised countries, including the EU and its 15 members, are working towards this goal by supporting various programmes under the auspices in particular of UNCTAD (Trade Analysis and Systematic Issues Branch), the WTO (Technical Cooperation and Training Division) and the World Bank, which coordinates the programmes of the other organisations through the Integrated Framework.
Hieraan verlenen geïndustrialiseerde landen, waaronder de EU en de 15 steun, en daarvoor bestaan verschillende programma's, met name van UNCTAD (Trade Analysis and Systematic Issues Branch), van de WTO (the Technical Co-operation and Training Division TCTD) of ook nog van de Wereldbank, aan wie is opgedragen de programma's van andere organisaties via het versterkte kader (Integrated Framework) te coördineren.

Development priorities In pursuit of the global objective of bringing about the reconstruction of the economy through rapid growth, the Community Support Framework defines the following development priorities: 1. Support for productive investment and accompanying investment in production related infrastructure; 2. measures to support small and medium enterprises; 3. measures to promote research and technological development as well as innovation; 4. measures to protect and improve the environment; 5. measures to promote the development of human resources, vocational training and further training as well as employment; 6. measures to promote agriculture, the development of rural areas and fisheries; 7. technical assistance Priority 1 - Support for investment and accompanying production related infrastructure Under sub-priority 1 "support for productive investment" the following categories of investment will in particular be supported: - setting up of subsidiary enterprises and branch factories - business start-ups - extension, comprehensive rationalisation and restructuring of existing enterprises - productive investment in tourism.

Prioriteit 1 - Steun voor produktiegerichte investeringen en begeleidende investeringen in produktiegebonden infrastructuur Binnen de subprioriteit 1 "Steun voor produktiegerichte investeringen" worden met name de volgende categorieën investeringen gesteund : - oprichting van dochterondernemingen en nieuwe vestigingen; - opstarten van bedrijven; - uitbreiding, grootschalige rationalisering en herstructurering van bestaande bedrijven; - produktiegerichte investeringen in de sector toerisme.
