To help citizens who move around in Europe in the exercise of their social security rights, the Commission is developing the Electronic Exchange of Social Security Information (EESSI), an IT system to help social security bodies across the EU to exchange information more rapidly and securely.

The EU provides rules to coordinate national social security systems and ensure social security protection when you move within Europe (EU28, Iceland, Liechtenstein, Norway and Switzerland).The rules only provide for the coordination of social security systems to determine which system a mobile citizen is subject to.

(8) Whereas the development and use of telematic services for the exchange of information has been found to require the creation of a Technical Commission under the aegis of the Administrative Commission on Social Security for Migrant Workers, with specific responsibilities in the field of data processing;

Whereas, under Directive 75/362/EEC, a host Member State is not entitled to require medical practitioners, in possession of diplomas obtained in another Member State and recognized under that Directive, to complete any additional training in order to practise within its social security scheme, even where such training is required of holders of diplomas of medicine obtained in its own territory; whereas this consequence of Directive 75/362/EEC will remain in effect as regards the exercise of general medical practice under social security schemes until 1 January 1995, from which date the present Directive requires all Member States to make the exercise of general medical practice in the context of their social security schemes subject to the possession of specific training in general medical practice; whereas medical practitioners established in practice before that date under Directive 75/362/EEC must have an acquired right to practise as general medical practitioners under the national social security scheme of the host country even if they have not completed specific training in general medical practice,
Overwegende dat ingevolge Richtlijn 75/362/EEG een ontvangende Lid-Staat niet gerechtigd is om van artsen die houder zijn van in een andere Lid-Staat behaalde en uit hoofde van die richtlijn erkende diploma's, enigerlei aanvullende opleiding te eisen voor het uitoefenen van de werkzaamheden van arts in het kader van een stelsel van sociale zekerheid, zelfs indien hij een dergelijke opleiding wel verlangt van houders van op zijn grondgebied behaalde artsdiploma's; dat Richtlijn 75/362/EEG, wat de uitoefening van de huisartsgeneeskunde in het kader van de sociale zekerheid betreft, dit effect niet mag verliezen vóór 1 januari 1995, op welke datum alle Lid-Staten krachtens deze richtlijn verplicht zijn om de uitoefening van de werkzaamheden van arts als huisarts in het kader van hun stelsel van sociale zekerheid afhankelijk te stellen van de voltooiing van de specifieke opleiding in de huisartsgeneeskunde; dat artsen die vóór die datum krachtens Richtlijn 75/362/EEG met een praktijk begonnen zijn, een verworven recht dienen te hebben om de werkzaamheden van arts als huisarts in het kader van het stelsel van sociale zekerheid van de ontvangende Lid-Staat uit te oefenen, ook zal hebben zij geen specifieke opleiding in de huisartsgeneeskunde genoten,
