The opinion drafted by the Subcommittee on Human Rights for the Foreign Affairs Committee aims therefore to scrutinize how the Agency, in the light of the revision and extension of its mandate, can guarantee, protect and promote the respect for fundamental rights pursuant to its obligation as EU Agency. It aims at the same time to address the question of responsibility and accountability as well as the lack of transparency of the Agency in order to adapt it to the provisions and spirit of the Lisbon Treaty.

In the light of this, could the Commission outline any plans it has, if any, to draft legislative proposals to harmonise flood insurance provision in the EU, taking into account the market failure to provide adequate cover in some Member States? Failing that, could the Commission comment on any programmes it has developed to exchange best practice in this area between Member States?

4. Acting in accordance with the procedure referred to in Article 11(3), the Commission shall approve the draft multiannual programmes within three months of their receipt, in the light of the recommendations in the guidelines adopted pursuant to Article 12(1)(a).
