— les articles 5 et 6 : la délégation libyenne a proposé d'ajouter au début des deux articles la phrase « For the purpose of this Agreement, the Contracting Parties shall see to the application of the following principles »; en ce qui concerne le point 4, on a souhaité préciser que les consultations porteraient sur « any investment matters involving investors of the Contracting Parties »;
— artikel 5 en 6 : Libische delegatie stelde voor beide artikels te starten met toevoeging van « For the purpose of this Agreement, the Contracting Parties shall see to the application of the following principles » en bij punt 4 wenste men de consultaties te hebben over « any investment matters involving investors of the Contracting Parties »,

Les textes en langue anglaise et néerlandaise, extraits du Tractatenblad hollandais, seul document communiqué au Conseil d'Etat, utilisent les expressions « decides to adopt the amendment to (...) » et « besluit de wijziging van (...) aan te nemen », alors que le texte en langue française énonce « décide d'appuyer l'amendement qu'il est proposé d'apporter au (...) ».
De teksten in het Engels en het Nederlands, welke uittreksels zijn uit het Nederlandse Tractatenblad, het enige document dat aan de Raad van State is bezorgd, gebruiken de uitdrukkingen « decides to adopt the amendment to (...) » en « besluit de wijziging van (...) aan te nemen », terwijl de Franse tekst luidt als volgt : « décide d'appuyer l'amendement qu'il est proposé d'apporter au (...) ».

Le troisième amendement italien, qui tend à ajouter au § 4.2 un alinéa nouveau (« Three observers from the Regional legislative assemblies of the European Union shall be invited to ordinary meetings, and may be invited to extraordinary meetings. These observers shall be Presidents of a regional legislative assembly and are appointed by the troika on the basis of proposals of the Conference of European Regional Legislative Assemblies after consultation of national delegations concerned».

Where an owner of an aircraft is required to, for example, repossess an aircraft from a lessee and/or sub-lessee operator following the occurrence of a sudden termination event, event of default or similar occurrence, the “ferry flights” of such aircraft undertaken by or on behalf of the aircraft's owner to recover the aircraft resulting from such circumstances should be excluded from the list of relevant aviation activities, otherwise the significant administrative requirements of the proposed scheme will place a disproportionate burden and financial risk on aircraft owners that are forced to carry out "ferry flights" in such circumstances.
Vluchten die gedurende de certificatieprocedure plaatsvinden en die niet te vergelijken zijn met normale commerciële vluchten, dienen buiten het toepassingsgebied van de richtlijn te vallen. Indien de eigenaar van een vliegtuig na een plotselinge beëindigingsgebeurtenis, bij in gebreke blijven of soortgelijke gebeurtenissen bij voorbeeld een vliegtuig terug moet nemen van een exploitant die van hem pacht en/of onderpacht, moeten de hieruit voortkomende overbrengingsvluchten van deze vliegtuigen die door of namens de eigenaar worden uitgevoerd om het vliegtuig terug te krijgen, uitgesloten worden van de lijst van desbetreffende luchtvaartactiviteiten. Zo niet, dan worden ten gevolge van de omvangrijke administratieve eisen in de voorgestelde regeling onevenredige lasten en financiële risico's neergelegd bij de vliegtuigeigenaars, die in dergelijke omstandigheden gedwongen zijn overbrengingsvluchten uit te voeren.

Met de goedkeuring van alle politieke fracties, stel ik het volgende mondelinge amendement voor: “de algemene richtsnoeren 2003-2005 blijven geldig, doch moeten nog meer worden gericht op het aanzwengelen van de economische groei die moet leiden tot meer werkgelegenheid en een toenemende productiviteit”.

16. takes note of the plan for a constitutional amendment aimed at partially lifting the restrictions on the use of the Kurdish language; hopes that this gesture will be followed by others leading to a comprehensive solution of the Kurdish problem and to constitutional provisions on cultural rights that will entitle the different cultural communities on Turkish soil to affirm their identity freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages; urges therefore the Turkish authorities to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east region of the country dans l'esprit du dialogue et d'ouverture and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting of the state of emergency in the four provinces concerned;
16. neemt nota van de voorgenomen grondwetswijziging tot gedeeltelijke afschaffing van de beperkingen op het gebruik van de Koerdische taal; hoopt dat dit gebaar wordt gevolgd door andere die resulteren in een algemene oplossing van het Koerdenvraagstuk en in grondwetsbepalingen inzake culturele rechten die de diverse culturele gemeenschappen in Turkije in staat zullen stellen om vrijelijk voor hun identiteit uit te komen zonder de eenheid van het land in gevaar te brengen, overeenkomstig de geest van het Kaderverdrag voor de bescherming van nationale minderheden en het Europees Handvest van regionale of minderheidstalen; dringt er bij de Turkse autoriteiten op aan meer vaart te zetten achter de invoering van de voorgenomen alomvattende strategie voor de economische, sociale en culturele ontwikkeling van het zuidoostelijke deel van het land in een geest van dialoog en openheid, en alle nodige maatregelen te nemen om een duurzame sociale vrede te vestigen in deze regio, waartoe ondermeer de opheffing is vereist van de noodtoestand in de vier betrokken provincies;
