Comme le souligne le rapport conjoint du Conseil et de la Commission intitulé "Vers l'accroissement de la participation au marché du travail et la promotion du vieillissement actif", présenté au Conseil européen de Barcelone, la qualité des emplois offerts exerce une influence sur la décision d'accéder au marché du travail ainsi que de demeurer dans un emploi ou se maintenir sur le marché du travail.
Zoals ook benadrukt in het gezamenlijke verslag van de Raad en de Commissie over "Vergroting van de arbeidsparticipatie en bevordering van beroepsactiviteit op oudere leeftijd", dat werd aangeboden aan de Europese Raad van Barcelona, heeft de kwaliteit van aangeboden banen invloed op het besluit om de arbeidsmarkt te betreden, maar ook op het besluit om een bepaalde baan op de arbeidsmarkt te houden.
