The Strategic Partnership between the EU, Latin America and the Caribbean - which will be celebrating this year its 10th anniversary - is articulated on the following objectives: intense political dialogue, the strengthening of democratic governance and the respect of human rights, support to integration processes including the establishment of a network of association agreements, and extensive cooperation to reduce poverty, social inequalities and improve educational levels.

During the high level meeting in Bamako, "the Parties agreed to support the creation by le Mali of the Migration Information and Management Centre". The general objective is the definition and implementation by Mali of a migratory policy adapted to the regional and European policies and dynamics. In accordance with the conclusions of the Council of 30 October, the Council has today designated the former Minister of Defence of Spain, Mr Garcia Vargas to be the EU special envoy to urge the parties to co-operate fully on the implementation of the Agreement on the Federation as well as with the EU Administration of Mostar; - promote conditions of confidence in Sarajevo so that the unification of that city in accordance with the Peace Agreement is accomplished in ways which assure the confidence, security and human rights of the Bosnian Serb population. - promote constructive Bosnian Serb participation in the central structures of Bosnia and Herzegovina established in the Peace Agreement. 13. The EU will intensify its efforts to ensure the full implementation of the Basic Agreement of the region of Eastern Slavonia, Baranja and Western Sirmium.

Furthermore, the European Union will actively pursue: a) the adoption of a resolution on Nigeria at the 50th United Nations General Assembly; and b) the inclusion of the situation in Nigeria on the agenda of the Commission on Human Rights. 3. This Common Position will be monitored by the Council, to which the Presidency and the Commission will regularly report.
