IN-CONTEXT TRANSLATIONS

van over de beschikbaarstelling van middelen uit het Europees fonds voor aanpassing aan de globalisering, overeenkomstig punt 13 van het Interinstitutioneel Akkoord van 2 december 2013 tussen het Europees Parlement, de Raad en de Commissie betreffende de begrotingsdiscipline, de samenwerking in begrotingszaken en een goed financieel beheer (aanvraag EGF/2013/014 FR/Air France, ingediend door Frankrijk)
of on the mobilisation of the European Globalisation Adjustment Fund, in accordance with point 13 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (application EGF/2013/014 FR/Air France, from France)

5. merkt op dat de ontslagen bij Air France naar verwachting negatieve gevolgen zullen hebben voor de regio Île-de-France, die bovendien geconfronteerd wordt met nog andere massaontslagen bij Peugeot Citroën Automobile (PSA), waar de productie-eenheid in Aulnay in 2014 volledig wordt gesloten;
5. Notes that the redundancies at Air France are expected to have a negative impact on the Île-de-France region, which is also faced with another mass redundancy as the Peugeot Citroën Automobile (PSA) production plant in Aulnay is being closed entirely in 2014;

4. is van mening dat de ontslagen bij Air France verband houden met grote structurele veranderingen in de wereldhandelspatronen als gevolg van de globalisering, waarbij het marktaandeel van de Unie in het luchtvervoer afneemt, met name door de spectaculaire groei van drie grote maatschappijen in de regio van de Perzische Golf, en dat deze trend nog wordt verergerd door de wereldwijde financiële en economische crisis;
4. Considers that the redundancies in Air France are linked to major structural changes in world trade patterns due to globalisation, with the Union market share in air transport falling, notably in the face of a spectacular rise of three major companies in the Persian Gulf, a trend which is aggravated by the global financial and economic crisis;

D. overwegende dat Frankrijk aanvraag EGF/2013/014 FR/Air France heeft ingediend om middelen ter beschikking te stellen uit het EFG naar aanleiding van 5 213 gedwongen ontslagen, waarbij naar verwachting 3 886 personen aan de maatregelen zullen deelnemen, tijdens en na de referentieperiode van 1 juli 2013 tot 31 oktober 2013, als gevolg van de afname van het marktaandeel van de EU in het luchtvervoer;
D. whereas France submitted application EGF/2013/014 FR/Air France for a financial contribution from the EGF, following 5213 redundancies, with 3886 persons expected to participate in the measures, during and after the reference period from 1 July 2013 to 31 October 2013, linked to a decline in the Union's market share in air transport,

Additionally, the list includes 10 airlines subject to operational restrictions and thus allowed to operate into the EU under strict conditions: Air Astana from Kazakhstan, Afrijet, Gabon Airlines, and SN2AG from Gabon, Air Koryo from the Democratic People's Republic of Korea, Airlift International from Ghana, Air Service Comores from the Comoros, Iran Air from Iran, TAAG Angolan Airlines from Angola and Air Madagascar from Madagascar.

De Europese zwarte lijst van luchtvaartmaatschappijen is tevens geactualiseerd op basis van eerdere beslissingen over maatschappijen uit landen die op de lijst staan: voor de Democratische Republiek Congo is Jet Airways toegevoegd; Voor Equatoriaal Guinea is Punto Azul toegevoegd, terwijl GETRA, Guinea Airways, UTAGE, Euroguineana de Aviacion y Transportes, General Work Aviacion, Star Equatorial Airlines en EGAMS zijn geschrapt omdat ze hun activiteiten hebben gestaakt; voor Indonesië zijn TransNusa Aviation Mandiri, Enggang Air Service, Surya Air, Ersa Eastern Aviation en Matthew Air Nusantara, die onlangs een Indonesische vergunning hebben gekregen, toegevoegd, terwijl Megantara geschrapt is omdat het zijn activiteiten heeft gestaakt; voor Mauritanië is Mauritania Airlines toegevoegd, terwijl Mauritania Airways is geschrapt omdat het niet meer actief is; voor de Filippijnen zijn Aero Equipment Aviation Inc, AirAsia Philippines, Certeza Infosys Corp., Mid-Sea Express, Southern Air Flight Services, NorthSky Air Inc. en Island Helicopter Services toegevoegd.
The European air safety list was also updated to reflect air carriers in existence in States referenced on the list in previous decisions: for the Democratic Republic of Congo, Jet Congo Airways was added; for Equatorial Guinea, Punto Azul was added whilst GETRA, Guinea Airways, UTAGE, Euroguineana de Aviacion y Transportes, General Work Aviacion, Star Equatorial Airlines and EGAMS were removed upon evidence they ceased operations; for Indonesia, TransNusa Aviation Mandiri, Enggang Air Service, Surya Air, Ersa Eastern Aviation and Matthew Air Nusantara newly certified in Indonesia were added, whilst Megantara was removed upon evidence they ceased operations; for Mauritania, Mauritania Airlines was added whilst Mauritania Airways was removed upon evidence it ceased operations; for the Philippines, Aero Equipment Aviation Inc, AirAsia Philippines, Certeza Infosys Corp., Mid-Sea Express, Southern Air Flight Services, NorthSky Air Inc., Island Helicopter Services were added.

In het kader van deze procedure zal de Commissie met name vaststellen dat: - de steun en het herstructureringsproject de verwachte gevolgen zullen hebben voor de resultaten van de onderneming Air France en de groep in zijn geheel; - het project en de sectoriële tenuitvoerlegging daarvan tot een goed einde zullen worden gebracht; - de steun de commerciële voorwaarden met betrekking tot de luchtlijnen waarop de luchtvaartmaatschappij van de Air France-groep opereren in concurrentie met andere Europese luchtvaartmaatschappijen niet vervalst; - de steun niet in een wanverhouding staat tot de herstructureringsbehoeften; - de steun de laatste is die aan de Air France-groep wordt verleend en dat zij niet zal worden bestemd voor belangrijke deelnemingen in andere communautaire luchtvaartmaatschappijen; - de overheden niet in het beheer van Air France zullen ingrijpen om andere dan commerciële redenen.
Within the framework of the procedure, in particular the Commission will clarify: - the impact of the aid and the restructuring project on the results of the Air France company and the group as a whole, - that the project and its sectoral implementation is carried out effectively, - that the aid does not adversely affect trading conditions on the routes upon which the Air France group competes with other European airlines, - that the aid is not disproportioned to the needs of the restructuring, - that the aid is the last granted to the group and that it will not be used to acquire additional shareholdings in other Community carriers, - that the Government will not interfere in Air France's management for other than commercial reasons.
