The hauliers from the Benelux States have been the most active in the cabotage market; Table 3 shows that 58.7% of all cabotage was done by Benelux hauliers (indeed 31.2% was done just by Dutch hauliers) despite the Benelux collectively having only 22.5% of the cabotage authorizations (see Table 2).
