TRADUCTIONS EN CONTEXTE

Blootstelling van omstanders en omwonenden aan pesticiden via de omgevingslucht is ook een mogelijkheid die verder onderzoek en mogelijk regelgeving behoeft.Gezondheids- en milieurisico's bestaan in acute en/of chronische nadelige effecten op mensen en op andere dan de te behandelen soorten. Acute effecten moeten hoofdzakelijk worden toegeschreven aan de hoge toxiciteit van bepaalde GBP's. Chronische effecten, met ook mogelijke gevolgen voor de algehele conditie van de blootgestelde bevolking, kunnen o.a. worden veroorzaakt door bioaccumulatie en persistentie van stoffen, door onomkeerbare effecten, zoals carcinogeniteit, mutageniteit and genotoxiciteit, of door nadelige uitwerkingen op het immuunsysteem of de hormoonhuishouding van zoogdieren, vissen en vogels. Er zij op gewezen dat er tot dusver geen werkzame stoffen, welke voor deze effecten in categorie I zijn ingedeeld, in bijlage I van Richtlijn 91/414/EEG zijn opgenomen (zeker niet indien dergelijke effecten verwacht worden op te treden bij milieuconcentraties en blootstellingsomstandigheden die geschat moeten worden).
Potential exposure of bystanders and residents to pesticides via the air might constitute an exposure route, which needs further attention by research and possibly also regulatory measures. Risks to human health and the environment consist of acute and/or chronic adverse effects on humans and on non-target species. Acute effects are mainly due to the high toxicity of certain PPPs. Chronic effects which might also affect the fitness of exposed populations include those due to bioaccumulation and persistence of substances, irreversible effects such as carcinogenicity, mutagenicity and genotoxicity, or adverse effects on the immune or endocrine systems of mammals, fishes or birds. It has to be noted that so far no active substance, which is classified in category I for any of these effects, has been included in Annex I of Directive 91/414/EEC, certainly not if such effects are to be expected at environmental concentrations and exposure conditions.

Considers that it should be possible for decision-making bodies to deal with substances having the same modes of action and properties on a group basis when sufficient data is available, while in the absence of sufficient data it may be useful to group substances on the basis of structural similarity, for example in order to establish priorities for further testing, in order to protect the public as quickly and effectively as possible from the effects of exposure to endocrine disrupters, and limiting the number of animal tests; takes the view that grouping chemicals with structural similarity should be applied if the manufacturer or importer is unable to demonstrate the safety of a chemical to the satisfaction of the relevant decision making bodies; points out that, in such cases, these bodies may use information from chemicals of similar structure to complement the available data on a given chemical that is being considered by the bodies in order to reach conclusions regarding which subsequent steps need to be taken;

Het lijkt ons dat er in deze situatie een systeem nodig is van preventieve maatregelen – vermindering van de blootstelling aan hitte, een waarschuwingssysteem en uiteraard hulp voor de ouderen.

13. roept de Commissie en de Raad op om de behandeling van reeds ingediende voorstellen te bespoedigen, in het bijzonder de nog te behandelen aspecten van fysische agentia (elektromagnetische velden en golven, optische straling) die behandeld worden in het voorstel van de Commissie voor een richtlijn van de Raad inzake veiligheid en gezondheid met betrekking tot de blootstelling van werknemers aan de risico's van fysische agentia ;
